It is submitted that whilst processing the application, it was noted that the unit has not submitted revised layout plan approved by the competent authority after incorporating details for addition of 2 Nos. Ethanol under Ground (UG) tanks of 180 KL capacity each. Also, the one layout plan attached with the application was not legible. Therefore, it was raised clarification with request to submit revised layout plan approved by the competent authority after incorporating details for addition of 2 Nos. Ethanol under Ground (UG) tanks of 180 KL capacity each (for which Consent to Establish expansion earlier granted), within 3 days, so that its application can be processed further.
In reply to the same, the unit has submitted reply as under:
"We, Hindustan Petroleum Corporation Limited are a Public Sector Company, dealing in storage and distribution of highly flammable petroleum products at our installation at Suchi Pind, Jalandhar-144009.
As per the query raised by PPCB against application no. 2310361977 (Consent to Operate - CTO Air (Fresh)) and 2310876505(Consent to Operate - CTO Water (Fresh), we would like to confirm that the depot layout attached with the application is the latest approved layout granted by PESO which includes details of two no. new Ethanol UG tanks of 180KL each."
The reply was perused and it was noted that the unit has submitted layout plan approved by PESO but it was required to submit revised building plan approved by the Director of Factories, Punjab or Competent Person approved by Director of Factories, Punjab after incorporating details for addition of 2 Nos. Ethanol under Ground (UG) tanks of 180 KL capacity each (for which Consent to Establish expansion earlier granted). Notably, the unit is a MAH unit and it is necessary for such unit to get their building plans approved by the Director of Factories, Punjab under the Factories Act, 1948. Also, as per PSSTE notification dated 02.03.2022, approved building plan got approved from the Director of Factories, Punjab or Competent Person approved by the Director of Factories, Punjab, is a mandatory document for grant of CTOs.
If approved, the application be sent back to RO to return the application to the unit with request to resubmit the same after attending to the aforesaid observation. |
