• The project proponent has applied for obtaining consent to establish/NOC for the establishment of commercial colony for 69 commercial plots in an area of 6.38 acres in the revenue estate at Mansa Road, Bathinda………….
• CLU obtained by the project proponent from the Local Govt. Bathinda, Punjab vide memo no. PB/CLU/BTI/BATHI/3234 dated 24.04.2023 for land area of 25803.37 sq. meter, wherein it has been mentioned that the site falls in the residential area as per the Master Plan, Bathinda (2007-21. The permission for CLU for commercial use is granted in view of instructions issued vide Govt. letter dated 06.10.2017……….
• The project proponent has obtained certificate of registration as promoter from BDA, Bathinda vide registration no. 127/2023 dated 16.01.2023.
• The project proponent has submitted the copy of approved layout plan from MTP, Bathinda, wherein it has been mentioned that the layout plan be read alongwith the letter no. CTP(LG)-2023/2582 dated 11.09.2023..………...
• The PP has submitted feasibility report that, wherein it has been mentioned that the STP of capacity 35 KLD proposed. Disposal of treated effluent onto land for plantation, for flushing purposes by providing dual plumbing line and the excess effluent to be discharged into MC sewer. The project proponent has submitted a copy issued by Punjab Water Supply & Sewerage Board to MC, Bathinda wherein it has been mentioned that the sewer of the commercial colony is located within the MC limit and the sewage of the MC is adequate to handle the discharge load of the effluent to be generated from the colony, however no NOC/permission obtained from MC, Bathinda in the matter………..
• The visiting officer has reported that the site of the project was visited on 06.03.2024 and observed that development activities has started and reported that no MAH within 250-meter radius and air polluting industry within 100-meter radius of the proposed project. The total built up area of the proposed colony is less then 20,000 sq. mtr. The site is complying with site guidelines prescribed for establishment of commercial colony.………..
• In view of above, if approved, show cause notice before refusal of consent to establish/NOC under the provisions of the Water Act, 1974 & Air Act, 1981 issued to the project proponent as no permission obtained from MC, Bathinda for disposal of treated effluent into MC sewer..........
