The industry is a small scale red category waste oil (5.1 category) refining unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/LDH3/2023/24129718 dated 05.12.2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2023/24129777 dated 05.12.2023 for refined oil @ 4600 Liter/day and diesel @ 1000 Liter/day along-with discharge of only domestic effluent @ 0.4 KLD into sewer, which are valid for a period upto 04.12.2024.......
Now the industry has applied for ‘Consent to Establish’ (NOC) for expansion under the Water Act, 1974 & Air Act, 1981 for refined oil @ 4600 Liter/day, diesel @ 1000 Liter/day and used insulated oil (transformer oil) @ 5950 Liter/day along-with discharge of only domestic effluent @ 0.5 KLD into sewer......
The industry has deposited adequate fee and requisite documents as verified by the RO..........
The industry has submitted copy of CLU certificate vide no. 2877/DTP(L)/M2A dated 22.12.2022 stating that the site of the industry falls under industrial zone as per notified Master Plan, Ludhiana (2007-31)........
As reported by RO the industry has proposed to install 03 more oil refining kettles in addition to 02 existing oil kettles for its expansion.......
The industry was visited by AEE of RO3 on 29.02.2024 and it has been reported as under:-
1. The industry is engaged in the process of refining of used oil. The industry has installed 02 kettles for refining of used oil. During the visit industry was not in operation as per its requirement. 03 more refining kettles were under installation.
2. The industry has also provided oil condenser to control oil emission/ collection of oil.
3. The entire premises of the industry was pucca and the industry has provided shed in the process area.
4. There is no generation of the trade effluent from the industrial process and cooling water is being reused by the industry through cooling tower.
5. The industry has constructed lined underground tank for collection of surface run off water to avoid runoff/ spillage of oil outside the premises. It has provided pucca channel and collection tank for the collection of surface run off and has made arrangement to collect and separate out the oil mixed with surface run off manually.
6. Industry is lifting its sludge to M/s Bharat Oil Company, (1) E18, Site-IV, Sahibabad Industrial, Ghaziabad, which is an authorized agency and the authorization of the agency is valid upto 31.12.2027. .....
The industry has started installation of incinerator of capacity 0.050 TPH alongwith scrubber as APCD for the incineration of its own sludge. .....
The industry has installed one DG set of capacity 62.5 KVA inside the premises, which is provided with canopy and adequate stack height.....
In view of above, may if approved, the ‘Consent to Establish’ (NOC) for expansion of the industry for refined oil @ 4600 Liter/day, diesel @ 1000 Liter/day and used insulated oil (transformer oil) @ 5950 Liter/day along-with discharge of only domestic effluent @ 0.5 KLD into sewer maybe granted to the industry for the period of one year with special condition that it shall commission its proposed machinery only after obtaining consent to operate of the Board.
