• The hot mix plant was granted consent to establish (NOC) under the water Act, 1974 and the Air Act, 1981 vide no. CTE/Fresh/FZR/2023/21358063 dated 15.05.2023 valid upto 14.05.2024 for operation of hot mix plant in land area of 16 Kanal bearing khasra no. 27//23/1 (2-5), 23/2(2-15), 18 (8-0), 17/1 (2-14) &17/2 (0-16) in the revenue estate of village Sandhe Hasham, Distt. Ferozepur, subject to the suitable conditions alongwith the specific as under:-
1) The industry will install the machinery and pollution control devices in khasra no. 27//23/1 (2-5) in the revenue estate of village Sandhe Hasham, Distt. Ferozepur as per the self declaration submitted by it and in case any of the documents submitted by the industry is found wrong, the consent to establish granted to the project would be deemed to have been cancelled and the Board would not be responsible for the cost incurred by the project proponent in the matter.
• The hot mix plant has applied for fresh consent to operate under the Water Act, 1974 and the Air Act, 1981. Details of the case are as under:-
1) The industry has deposited Rs. 14,500/- vide UTR/Ref. No. 001270666782 dated 20.02.2024 under the Water Act, 1974 and Rs. 14,500/- vide UTR/Ref. No. 001270667837 dated 20.02.2024 under Air Act, 1981, against the fixed assets of Rs. 32.23 Lakhs as on 15.01.2024 as per CA certificate. Thus, the consent fee is adequate upto 30/09/2028 under each Acts.
2) The industry has submitted completion certificate of air pollution control device as proposed during the NOC application.
• To check the compliance, the hot mix plant was visited by undersigned (AEE) on 12.03.2024 and it was observed as under:-
1) The industry has installed conventional type hot mix plant and same was not in operation. No raw material was found stored at the site.
2) The industry has installed dust collector followed wet scrubber as Air pollution control device with the rotary drum and the same was in line and in operationable condition.
3) The industry has installed stack of adequate height with the air pollution control device.
4) The industry has installed automatic panel for operation of plant.
5) The industry has developed plantation along the boundary.
6) The hot mix plant has stabilized the road for movement of vehicles.
7) The hot mix plant has installed septic tank for treatment of domestic wastewater.
The hot mix plant is complying with the provisions of the Water Act, 1974 and the Air Act, 1981.
It is therefore, recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the hot mix plant for a period upto 30.09.2028, subject to the suitable conditions alongwith the followings :-
1) The hot mix plant shall submit its operational schedule so as to carry out air emission sampling, within one month.
2) The hot mix plant shall always comply with the code of practice prescribed.
