It is submitted that the establishment is a poultry farm and is already in operation since Sep., 2017 for production of eggs by occupying Birds & Chicks and manufacturing of poultry feed by using Maize, Soya, Mustard, Sun Flower, DOC, Bazra, Lime stone & GNE without obtaining consent to establish of the Board.
Now, the poultry farm has applied for fresh consents to operate under the Water Act, 1974 & the Air Act, 1981 for production of eggs @ 72000 nos./day by occupying Birds @ 90000 nos. & Chicks @ 20000 nos. and manufacturing of poultry feed @ 10.0 T/day by using Maize, Soya, Mustard, Sun Flower, DOC, Bazra, Lime stone & GNE, as raw material.
The poultry farm has deposited consents fee :-
On account of Water Act, 1974
Rs. 47,250/- vide UTR no. N326232749095389 dated 22/11/2023,
Rs. 25,200/- vide UTR no. N326232749093781 dated 22/11/2023
Rs. 24,800/- vide UTR no. N360232800168423 dated 26/12/2023 and
Rs. 13,200/- vide UTR no. N360232800118138 dated 26/12/2023.
On account of Air Act, 1981

The Poultry farm has submitted the electricity bill as proof of commissioning w.e.f. Sep. 2017 and accordingly, the fee is being adjudged. In this way, the fee deposited by the poultry farm becomes adequate upto 30.06.2029 under both the Acts after deducting NOC regularization fee as well as penalty (600% under each Act), against the value of gross fixed assets of Rs. 160.64 lacs as on 31.03.2023 as per CA certificate dated 20.12.2023.
The poultry farm was found complying with the siting guidelines prepared by PPCB.The poultry farm has submitted Tehsildar Dhuri report dated 05/03/2024 and details are given below-

The site of the poultry farm has been visited by the officer of the Board on 12/03/2024 and it was observed as under:-
1. The poultry farm was in operation.
During visit, it was found that no Lal Lakir / Phirni of any village, residential area comprising of 15 pucca houses falls within the radius of 100 mtr of the poultry farm. The poultry farm is complying with the siting guidelines and details are already given above.
The poultry farm has installed 6 no. of shed of total capacity 90,000 birds
4. The poultry farm has also installed grinding mill and same was found in operation. It has provided in built dust collector i.e. cyclone separator as APCD with poultry feed mill. The poultry farm has covered all the emission emitting points and no emissions were found in the shed.
1. The poultry farm has discharging domestic effluent onto land for plantation after passing through septic tank.
2. The poultry farm has provided adequate plantation along the boundary wall.
3. The poultry farm has provided dead burial pit having 3 compartments for the disposal of dead birds. The representative informed that lime and salt are being used regularly for the decomposition of the dead birds in the pits and stack of height 3 feet has been provided with the pit.
4. The bird droppings generated is being sold to farmers as manure directly from the poultry shed after.
5. The poultry farm has installed DG set of capacity 60 KVA equipped with canopy and stack of adequate height.
6. No complaint is pending against the poultry farm as per record of this office.
From the above, it is evident that the poultry farm is complying with the guidelines issued by CPCB and provision of the Water Act, 1974 and under Air Act 1981.
In view of above, it is therefore recommended that that the Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 may be issued to the industry upto 31/12/2028 for production of eggs @ 72000 nos./day by occupying Birds @ 90000 nos. & Chicks @ 20000 nos. and manufacturing of poultry feed @ 10.0 T/day by using Maize, Soya, Mustard, Sun Flower, DOC, Bazra, Lime stone & GNE, as raw materialwith suitable conditions and special condition that :-
1. poultry farm shall complying with all the stipulations mentioned in the notification
2. issued by CPCB in January,2022.
3. The poultry farm shall not made expansion in its premises without obtaining permission prior form the Board, under any circumstances.
4. The poultry farm shall not provide layered birds in its premises without obtaining permission prior form the Board, under any circumstances.
5. The poultry farm shall not install feed mills in its premises without obtaining permission prior form the Board, under any circumstances.
6. The poultry farm shall take adequate adequate & appropriate measures to control the generation of flies & odour from the operation of the poultry farm.
7. The poultry farm shall develop adequate plantation (specially neem trees) in its premises along the boundary wall to get rid of odour caused from the operation of the poultry farm.
