It is submitted that the industry has applied for obtaining consent to establish (NOC) under the Water Act, 1974 and the Air Act, 1981 for establishment of unit for manufacturing of pipe from the fresh plastic granules @ 300 kgs/day, Talwandi Bhai, Tehsil & District Ferozepur. Details of the case are as under:-
1) The industry has submitted project report showing value of project as Rs. 136.25 Lakhs. Accordingly, the industry has deposited Rs. 4200/- vide UTR / Ref. No. SBIN523352531996 dated 18.12.2023, which is adequate for a period of one year.
2) The industry has submitted copy of lease agreement dated 27.01.2023 of land having area 2 acres to the name for the land situated at Talwandi Bhai, District Ferozepur.
3) The industry has submitted copy of letter issued by District Town Planner, Ferozepur, as per which the site falls in khasra no. 136//13/2/2 (0-14) 18/1(4-0) 23/2(4-16) 140//13/1/1(1-14) 136//18/2/1(2-16) 23/1/2 (2-0), area 2 kanal is situated near Talwandi Bhai Chowk – Ferozepur Road. The site falls in the local planning area of Talwandi Bhai-Ghal Khurd and the master plan of the same is yet to be prepared. There is no classification of the land. Site is situated in the limits of MC Talwandi Bhai.
4) MC Talwandi Bhai vide its letter no. 208 dated 23.02.2024, which is reproduced as under:-
“ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਸਪੱਸ਼ਟ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਖਸਰਾ ਨੰਬਰ 136//13/2/2 (0-14) 18/1(4-0) 23/2(4-16) 140//3/1/1(1-14) 136//18/2/1(2-16) 23/1/2 (2-0) ਵਾਲੇ ਉਦਯੋਗ ਦੀ ਸਾਈਟ ਪਹਿਲਾਂ ਇੱਕ ਰਾਈਸ ਸ਼ੈਲਰ ਯੂਨਿਟ ਜੋ ਨਗਰ ਕੌਂਸਲ ਤਲਵੰਡੀ ਭਾਈ ਦੀ ਹਦੂਦ ਅੰਦਰ ਆਉਂਦਾ ਹੈ । ਹੁਣ ਪ੍ਰੋਜੈਕਟ ਪ੍ਰਸਤਾਵਕ ਵਰਜਿਨ ਪਲਾਸਟਿਕ ਤੋਂ ਪਲਾਸਟਿਕ ਉਤਪਾਦ ਨਿਰਮਾਣ ਯੂਨਿਟ ਚਲਾਉਣਾ ਚਾਹੁੰਦਾ ਹੈ । ਇਹ ਸਾਈਟ ਤਲਵੰਡੀ ਭਾਈ ਘੱਲ ਖੁਰਦ ਦੇ ਸਥਾਨਕ ਯੋਜਨਾ ਖੇਤਰ ਦੇ ਉਦਯੋਗਿਕ ਜ਼ੋਨ ਵਿੱਚ ਆਉਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲਾਨ ਅਜੇ ਤਿਆਰ ਨਹੀਂ ਕੀਤਾ ਗਿਆ ਹੈ। ਮੌਕੇ ਦੀਆਂ ਸਥਿਤੀਆਂ ਦੇ ਅਨੁਸਾਰ, ਉਦਯੋਗ ਦੀ ਸਾਈਟ ਨੂੰ ਭਵਿੱਖ ਵਿੱਚ ਤਲਵੰਡੀ ਭਾਈ ਘੱਲ ਖੁਰਦ ਦੇ ਅਧਿਸੂਚਿਤ ਮਾਸਟਰ ਪਲਾਨ ਵਿੱਚ ਉਦਯੋਗਿਕ ਜ਼ੋਨ ਵਿੱਚ ਰੱਖਿਆ ਜਾਵੇਗਾ ਅਤੇ ਇਹ ਇਸ ਸਾਈਟ ਤੇ ਵਰਜਿਨ ਪਲਾਸਟਿਕ ਤੋਂ ਪਲਾਸਟਿਕ ਉਤਪਾਦ ਨਿਰਮਾਣ ਯੂਨਿਟਾਂ ਦੇ ਨਿਰਮਾਣ ਲਈ ਉਦਯੋਗ ਸਥਾਪਨਾ ਚਲਾਉਣ ਲਈ ਯੋਗ ਹੈ ।“
To verify the facts, the site was visited by undersigned (AEE) on 05.03.2024 and it was observed as under:-
1) The site is a vacant building, situated at Talwandi Bhai – Ferozepur Road, Talwandi Bhai and no machinery was found installed at site.
2) There will be no generation of trade effluent and only domestic effluent will be discharged into MC sewer.
Keeping in view of the above, it is recommended that consent to establish (NOC) under the Water Act, 1974 and the Air Act, 1981 may be granted for a period of one year for establishment of plastic pipe manufacturing unit from virgin plastic, subject to the suitable conditions and following specific as under:-
1) The industry shall not use plastic waste / waste plastic granules as raw material.
2) The industry shall not change its production capacity without obtaining prior permission from the Board.
3) The industry shall obtain necessary statutory clearances for establishment of ice manufacturing unit from other departments.
4) The industry shall submit building plan approved by the Competent Authority.
5) The permission is granted from pollution angle and shall obtain all clearances from other departments.
