It is intimated that the project is a medium scale orange category hotel-cum-resort. Earlier, the project proponent was granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2023/20444706 dated 19.01.2023, valid upto 18.07.2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2022/20444735 dated 21.12.2022, valid upto 20.07.2023 for 56 hotel room, 3 banquet hall & 1 no. restaurant with subject to suitable conditions mentioned therein.
Now, the project proponent has applied for obtaining renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents and fee.
As per record file of the hotel-cum-resort the previous consent fee is adequate upto 30.09.2023 under both acts. Now, the project proponent has deposited Rs. 1,35,000/- vide R. No. 983308192 dated 11.03.2024 under Water Act, 1974 and Rs. 1,35,000/- vide R. No. 999625668 dated 12.03.2024 & Rs. 1,35,000/- vide R. No. 970931347 dated 12.03.2024 under Air Act, 1981, against the value of fixed assets is Rs. 15.68 crore.The consent fee deposited by the project proponent is adequate upto 31.03.2031 after adjusting late fee.
The hotel was visited by under-signed on 07.03.2024 and it was observed as under:
1. The hotel has 88 rooms out of which as of now, only 56 rooms are operational. The hotel has one hall of capacity of 500 persons and 6 party hall for performing functions for 150-200 persons.
2. The hotel has provided STP to treat the wastewater generated from various sections in the hotel and the same was in operation.
3. The treated effluent is being discharged onto land for plantation developed as per Karnal Technology and in green lawns and plantation developed along the boundary of the hotel.
4. The effluent samples were collected from outlet of STP during earlier visit on 19.12.2023 and the effluent analysis results was received from ZO lab, as per report results are as under:

As per analysis results all the parameters are within the prescribed limits of the Board.
5. The hotel has provided water meter at the outlet and energy meter with the STP. As per record about 18 KL of effluent is treated daily in the STP provided by the hotel.
6. The hotel has provided 6 no. compost bins for composting of wet waste.
7. The hotel has provided 5 no. rainwater harvesting pits for harvesting of rain water.
8. The hotel has installed one no. D.G set of capacity 320 KVA, which is equipped with canopy and adequate stack height.
The hotel is complying with the mechanism/guidelines for control of pollution and enforcement of environmental norms at individual establishments and the area / cluster of restaurants / hotels / motels / banquets etc. framed by the CPCB and adopted by PPCB vide letter no. SEE(HQ-2)/2021/64 dated 02.02.2021 and the conditions of the 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 earlier granted to it.
In view of the above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention &Control of Pollution) Act, 1981 may be granted to the hotel upto 30.09.2028 with subject to suitable conditions and additional conditions that: -
1. The hotel will operate its STP adequately and efficiently and will maintain daily record regarding operation of the same.
2. The hotel shall maintain record regarding utilization of fresh water on daily basis.
3. The hotel shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 within one month.
4. The hotel will comply with the mechanism/guidelines for control of pollution and enforcement of environmental norms at individual establishments and the area / cluster of restaurants / hotels / motels / banquets etc. framed by the CPCB and adopted by PPCB vide letter no. SEE(HQ-2)/2021/64 dated 02.02.2021.
5. The hotel will comply with the provisions of Noise Rules, 2000.
6. The hotel will be bound to comply with the zoning regulations of the Master Plan in force and the grant of consent by the Board will not vest any right on the industry w.r.t other stipulations by any authority or the zoning regulations of the master plan.
7. The hotel shall not carry out any activity in its premise, which can change the category of unit from Orange to Red, without prior permission from PPCB.
8. The hotel shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
9. The hotel shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
10. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
11. In case the hotel fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
