File Note: The industry was granted consent to operate under the provisions of the Water Act, 1974 vide dated 19.08.2021 validity up to 31.03.2024, for storage and filling of LPG in the Cylinders @ 60,000 MTPA with special condition: (i) The industry shall submit analysis report of effluent samples within one month. (ii) The industry shall obtain authorization under the HOWM Rules, 2016. The industry was granted consent to operate under the provisions of the Air Act, 1981 vide dated 24.01.2020 validity up to 31.03.2024, for storage and filling of LPG in the Cylinders @ 60,000 MTPA with special condition that the industry shall install ambient air quality monitoring stations within its premises, within three months. Now the industry has applied for the extension in the validity of consent to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS. The industry has already deposited consent fee of Rs. 5,28,000/- vide R.No. 78546584 dated 12.2.2024 & Rs. 5,28,000/- vide R.No. 625514870 dated 13.2.2024 & Noc fees @ 14,400/- vide no. 168208137 dated 1.3.2024 against fixed assets of Rs. 98.4 lacs which is adequate up to 31.03.2029. The industry was visited by AEE of this office on 6.03.2024 and it was observed as under: - 1. The industry is in operation for LPG bottling. 2. The industry has provided ETP of capacity 10 KLD based on Physiochemical batch process in the cylinder testing section, but, the same was operational due to non-operation of testing section. The industry has provided provisions for re-use of the treated effluent. 3. The industry has provided ETP of capacity 10 KLD based on Physiochemical batch process in the cylinder washing section, which was in operation and during visit effluent sample of the same was collected and sent to HO lab for testing. The industry has provided provisions for re-use of the treated effluent. 4. The industry has STP of capacity 15 KLD, which was in operation and during visit effluent sample of the same was collected and sent to HO lab for testing. The industry has provided provisions for discharge of the treated effluent onto land for plantation. Results are yet awaited. 5. The industry has developed adequate plantation area to discharge its treated effluent into green belt including grass lawns. 6. The industry has not installed ambient air quality monitoring stations as per special condition imposed. The industry has installed a sensor based air quality monitor. However no manual or continuous sampler has been installed. The industry has got conducted sampling from Environtech laboritories Mohali dated 15 & 16.2.2024. From above it is recommended that the consents under the provisions of Water Act, 1974 and Air Act, 1981 may be granted to the industry with validity upto 31.03.2029 with following special conditions that the industry shall install ambient air quality monitoring stations within its premises, within three months.
