File Note: The industry is a rice sheller unit and was granted CTOs under the Water Act, 1974 vide no. CTOW/Varied/SGR/2019/10984646 dated 14.09.2019 and the Air Act, 1981 vide no. CTOA/Varied/SGR/2020/132899162 dated 07.09.2020 and both valid upto 30.09.2028 for the manufacturing of Sorted raw rice @ 5.0 TPH without dryer using paddy @ 7.5 TPH, as raw material.. Thereafter, the industry has obtained consent to establish for expansion vides no. CTE/Exp/SGR/2023/21626201 dated 12.04.2023 for one year under the Water Act, 1974 and the Air Act, 1981 for one year by proposing to install mechanical dryers and boiler plant to produce Sorted raw rice with dryer @ 3.0 TPH and Steamed rice @ 2.0 TPH by using Paddy @7.5 TPH, as raw material. Now, the industry has installed the proposed plant and machinery for its expansion and accordingly, it has applied for obtaining varied consents to operate under the Water Act, 1974 and the Air Act, 1981 to produce Sorted raw rice with dryer @ 3.0 TPH and Steamed rice @ 2.0 TPH by using Paddy @7.5 TPH, as raw material, under orange category. Along with the application, the industry has provided: - 1) the undertaking w.r.t. the installation of steamed machinery and APCDs and assurance given regarding the APCDs to achieve the prescribed standards of the Board. 2) The CA certificate mentioning the value of gross fixed assets of the industry. 3) Compliance report of NOC conditions. The industry has deposited fee mentioned at sr. no. (vii) against the gross fixed assets of Rs. 470.86 Lacs as on 01.03.2024 as per CA certificate dated 01.03.2024. The fee deposited by the industry under both Acts, is adequate upto 30.09.2028 (after considering the old fee adequacy i.e. 30.09.2028). During scrutiny, the application submitted and the documents provided along with the fee deposited by the industry is found complete and adequate. To verify facts on the ground, the industry was visited by the AEE of this office on 11.03.2024 and it was observed as under:- 1) The industry was in operation and has already installed the various plant & machinery alongwith APCDs. 2) The industry has covered all the processing sheds. 3) The industry has been installed multi cyclone as APCD with boiler of capacity 6.0 TPH and adequate stack height alongwith safe sampling arrangements. 4) The industry has provided separate cyclone separator as APCD with shelling section as well as dryer sections with adequate stack height to control the process emissions. Separate cyclone separators as APCDs have also provided with boiler section. All the dust emitting points are hooded and connected to the cyclone separators. 5) The industry has provided sampling arrangements with the stacks of the APCDs. 6) The industry has provided brick road from main gate of the industry to the rice husk area for the movements of vehicles. 7) The industry has made plantation along the boundary wall of the rice sheller. 8) The industry has provided brick wall of 10 feet height and wind screen of 5 feet height over the said wall, in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. 9) The industry is found disposing off its boiler ash for land filling purposes in low lying areas. 10) No trade effluent is being generated. Only, generation of small quantity waste water in the form of boiler blow down, is being utilized for ash quenching as well as sprinkling purposes for dust separation. 11) The industry has already provided septic tank for treatment of domestic effluent generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank. From the above, it is clear that the industry is found complying with the conditions during grant of NOC expansion. No complaint is pending against the industry. Keeping in view of above, it is recommended that the varied consents to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Sorted raw rice with dryer @ 3.0 TPH and Steamed rice @ 2.0 TPH by using Paddy @7.5 TPH may be granted upto 30.09.2028, with suitable conditions as per policy of the Board. The competency for grant of consents/NOC to the rice shellers with or without dryer lies with the Environmental Engineer of the Regional Office.
