It is submitted that the industry is a small scale green category unit and has applied for obtaining NOC/consent to establish from the Board for manufacturing of Pellets @ 1.0 TPH by using Paddy Straw @ 1.1 TPH without generating any trade effluent or source of air emission under the name & style of M/s Friends Bio Fuels, Bhikhi Road, Village Aspal Kalan, District Barnala.
The industry has deposited NOC fee of Rs. 4700/- (Rs. 4200/- NOC fee + Rs. 500/- application fee) vide no. 269649124 dated 01.01.2024 against the proposed value of fixed assets of Rs. 55.0 lacs, which is adequate for one year.
The industry has submitted Tehsildar report vide no. Nil dated 17.11.2023 stating that there is no any lal lakir/phirni of village, 15 pucca houses and MC limit in the area of 100 mtr of the site of the industry. There is no natural water source, drain, canal, gas pipeline in the area of 150 mtr of the site.
Earlier, the industry had applied for NOC but same was returned to it due to incompletions. Now the industry has again applied for the NOC.
The industry has submitted letter issued from Office of District Town Planner, Barnala vide no. Spl-6/DTP(Barnala)/LPDH-139 dated 14.12.2023 (copy attached), according to which the site falls at Dhanaula Bhikhi Road and measuring total land 115' 0" * 300' 0". The site falls in the Local Planning Area, Dhanaula and the master plan of the same is yet to be prepare. There is no 15 pucca houses and MC limit in area of 100 mtr of site.
To verify the facts, the site of the industry was visited by the officer of this office on 11/03/2024 and it was observed as under:-
1. The site falls in the revenue estate of Bhikhi Road, Village Aspal Kalan, District Barnala. The site falls outside MC limits.
2. There is no educational institute, approved residential area or houses within 500 mtr of the project site. The site is also falls outside the lal lakir/phirni more than 100 mtr. There is 01 Gurudwara namely Gurudwara Berian Kalan, which is located at the distance more than 100 mtr from the said site. No specific guidelines has been framed for such type of unit, hence, the site is suitable for the above said establishment of the unit as per general siting guidelines and as per the certificates given by the DTP and Revenue department.
3. The construction work of the shed was under process at site, however, no machinery yet arrived at site.
4. The industry has proposed to manufacture Pellets by using Paddy Straw without any source of trade effluent. The project proponent has proposed to install the cyclone as APCD with its shredding and grinding section with adequate stack height.
5. The industry will not generate any trade effluent. However, the domestic effluent @ 0.8 KLD will be discharged onto land for planation after passing through septic tank.
Presently, the subsidy to such type of unit has been discontinued by the CPCB vide letter dated 31.01.2024.
Keeping in view, it is recommended that the industry may be granted NOC/consent to establish for one year with suitable conditions as per the policy of Board and with special condition that the industry shall install the APCD with proper hoods and stacks with its all dust emitting sources.
