File Note: It is submitted that earlier the Project Proponent was applied for obtaining consent to establish of the Board (NOC) for establishment of a commercial project having 41 no. SCO's under the provisions of the Water (Prevention & Control of Pollution) Act 1974 & under the Air (Prevention & Control of Pollution) Act 1981 namely M/s. Shrih Plaza Malerkotla road, Dhuri, District Sangrur in an area of 2.56 Acre, having 41 no. of SCO's under small scale green category bearing 3079: Building and construction projects, having built-up area upto 20,000 m2 and waste water generation less than 50 KLD alongwith requisite documents. The industry has deposited Rs. 8400/- vide R. No. 44716771 dated 29/02/2024 as NOC Regularization fee for the proposed investment of 267.58 lakhs, which is adequate. The project proponent has obtained LOI for commercial colony having area 2.56 acre situated in village Dhuri, hadbast no. 94 in the revenue tehsil of Dhuri, Distt. Sangrur, subjected to certain conditions mentioned therein. The project opponent has submitted proposal of 41 no. of SCO's and estimated 4 no. of persons have been proposed. The total estimated population will be 164 and the floating population will be 778. Thus the total estimated population will be 942. The project proponent has proposed to extract 19 KLD fresh water at its full capacity after obtaining permission from PWRDA. It will generate approx. 15.2 KLD of domestic effluent. The project proponent will discharge partially of domestic treated effluent onto land for plantation and partially it will be used for flushing purposes. Accordignly, the colonizer has proposed to install a STP of capacity 20 KLD based on MBBR techonolgy consisting of collection pit, screening, oil & grease removal, aeration tanks, secondary clarifier, multimedia tanks and sludge drying beds. The project proponent has proposed to generate around 94.2 kg general waste and same will be converted into manure by providing compositing pits and composter. The proposed site of the colony was visited by the AEE of this office on 11.03.2024 and observed as under:- 1. The site of the proposed commercial colony is located at Dhuri, Tehsil and District Sangrur. The site falls within MC limit of Dhuri. 2. The site of commercial colony is rice mill which is in operation and running in the name and style of M/s Shri Gopal Rice Mills, Malerkotla Road, Dhuri having valid consent to operate under Water Act, 1974 and Air Act, 1981 upto 30.09.2026. Shri Gopal Krishan Gupta, partner of the colony was present during visit and he informed that they will close the operations of rice mill after this season and thereafter start construction of commercial colony. 3. The project proponent has submitted an undertaking that the said rice mill will be dismantled and consents granted by the Board will be surrendered before starting construction activity at site for establishment of commercial project and Board will be informed accordingly. No rice sheller/saila plant, stone crusher, brick/cement plant/ cement grinding/hot mix plants/air polluting industry, MAH unit was observed within 500 mtrs radius of the proposed site. 4. The project proponent has proposed to extract 19 KLD fresh water at its full capacity after obtaining permission from PWRDA. It will generate approx. 15.2 KLD of domestic effluent. The project proponent will discharge partially of domestic treated effluent onto land for plantation/MC sewer @ 3.83 KLD and partially it will be used for flushing purposes @ 11.06 KLD. It is pertinent to mention here that terminal STP of Dhuri is under construction and is likely to commission by 30.06.2024. 5. Thus, the site of proposed colony is suitable as per Deptt of Science Technology, Environment & Non Conventional Energy Govt. of Punjab Order No. 3/6/07/STE(4)/3770 dated 30.10.2009. The project is not covered under EIA notification as the total built up area is less than 20,000 sq mtr (i.e 4666 sq mtr). In view of the above, may if approved, the request of the PP may be consider & NOC may be granted for one year for setting up of commercial colony having 41 no. of SCO's in an area of 2.56 Acre, under green category subjected to suitable conditions and special condition that: 1. The project project will obtain permission from PWRDA from abstraction of ground water. 2. The project proponent shall not start construction activity at site without prior intimation to the Board alongwith surrender of consents granted by the Board to M/s Shree Gopal Rice Mills, Malerkotla Road, Dhuri. 3. The project proponent shall not carry out any activity which comes under the ambit of EIA notification. 4. The project proponent shall not carry out any activity which comes under the ambit of red/orange categorization of industry. 5. The Board shall not be responsible for liability, if any, of other concerned departments for converting purpose of land use from rice sheller to commercial establishment 6. The project proponent shall obtain necessary permission from other departments, if need be. 7. The project proponent shall utilize treated effluent for dual plumbing and plantation and only excess treated effluent shall be discharged into sewer. 8. The project proponent shall comply with Solid Waste Management Rules,2016 and Construction & Demolition Rules,2016 in true letter and spirit.
