It is submitted that the project proponent is a medium-scale green category unit. The project proponent has applied for obtaining Consent to Establish (NOC) under the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of 71 Industrial plots along with requisite documents and fee.
NOC Fee
The project proponent has submitted brief project report, as per which the proposed cost of the project is Rs. 38.00 crore. The project proponent has deposited Rs. 28,800/- vide R. No. 963697718 dated 25.02.2024. The NOC fee deposited by the project proponent is adequate for one year.
The project proponent has submitted the partnership deed executed on dated 16.03.2018 between Sh. Sandeep Kumar S/o Lt. Sh. Surinder Kumar and Sh. Sanjeev Vashisht S/o K.K Vashisht.
Site Suitability
The project proponent has submitted copy of CLU vide Memo No. 613 dated 05.06.2023 regarding permission of Change of Land Use for Industrial Park at Village Basma (H.B.No.227), Tehsil Banur, District SAS Nagar for land measuring 64 Bigha 8 Biswa 15 Biswasi & Village Kheri Gurna (H.B.No. 247), Tehsil Rajpura, District Patiala for land measuring 53 Bigha 12 Biswa, total 118 Bigha 8 Biswa 15 Biswasi (24.59 Acres).
Further, there is no residential area village lal lakir/phirni within the 100 mtr of the project. As such the site is suitable for establishment of the project.
Water Pollution
The project proponent has submitted the project report and as per which the total estimated population of the project will be 2885 persons. The project proponent has proposed to install STP of capacity 60 KLD based on MBBR technology consisting of Collection Tank—MBBR reactors—Tube Settler—Clear water sump—Sludge drying beds. The total water demand for the project is 56 KLD which will be met through submersible and treated effluent. The total domestic effluent generation shall be 45 KLD out of which 31 KLD of treated effluent will be reused for flushing/dual plumbing purposes and rest 14 KLD onto green area as per karnal technology in 2906 sqm (0.72 acres) after treatment in STP.
The project shall be generating about 578 kg of solid waste per day, which shall be segregated into biodegradable and non-biodegradable waste. The project proponent shall provide mechanical composter of capacity 250 kg for composting bio degradable waste and the rest of the waste shall be managed as per the provisions of Solid Waste Management Rules, 2016.
Air Pollution
The project proponent has proposed to install one no. D.G set of capacity 25 KVA, which will be equipped with canopy and adequate stack height.
Applicability of EIA notification dated 14.09.2006
As per the application form and site plan submitted by the project proponent the project shall be developed as Industrial Park/Estate. As the total project area is 24.59 acres, it is not covered under category 7-C of the EIA notification dated 14.09.2006 and not required to obtain prior Environmental Clearance.
Visit
The site of the project was visited by AEE of this office on 14.03.2024 and during visit, it was observed that:
1. The site is an empty plot and located at Village Basma, Tehsil Banur, District S.A.S. Nagar, Village Kheri Gurna, Tehsil Rajpura, District Patiala, Banur, Derabassi, Sas Nagar.
2. The project proponent has not earmarked the boundary wall of the project.
3. The project proponent has not started any other construction activity.
4. There is no residential area village lal lakir/phirni within the 100 mtr of the project.
Recommendations
In view of the above, it is recommended that Consent to Establish (NOC) from pollution angle under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year subject to suitable conditions and following additional conditions that:
1. The CTE has been granted on the basis of proposed layout plan submitted by the project proponent. The project proponent will be bound to obtain fresh CTE/NOC if there are any changes in the layout to be approved by the competent authority.
2. The promoter company shall allot plots only to white and green category of industry as per categorization of industries issued by the Board and no orange/red category industry will be allowed to be set up in this proposed industrial park.
3. The project proponent shall not carry out any activity which attracts the provisions of EIA notification dated 14.09.2006.
4. The project proponent shall ensure that all the units to be established in the project must obtain prior CTE/CTO of PPCB and shall also impose a condition in this regard in the allotment letter to be issued to the unit.
5. The project proponent shall ensure that, if any industry will generate trade effluent, the industry shall provide its own ETP based on ZLD system and no treated / untreated trade effluent will be allowed to be discharged outside the premises of said industry.
6. The project proponent shall developed 2906 sqm green area as per Karnal technology within its premises for reuse of treated waste water for irrigation purpose.
7. The project proponent shall submit the complete drawing and design of the STP and its component at the time of obtaining consent to operate.
8. The project proponent shall obtain permission from PWRDA for abstraction of ground water within one month.
9. The project proponent shall not provide any occupancy in the project without obtaining the prior permission / consents of the Board and is bound to make adequate arrangement for the disposal of treated domestic effluent before providing any occupancy.
10. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing on-site facility to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. The project proponent shall install mechanical composter for the treatment of wet biodegradable solid waste.
11. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
12. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
13. The project proponent shall take adequate steps to the effect that the construction material of any kind that is stored at site shall be fully covered in all respects so that it does not disburse in the air in any form.
14. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form.
15. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project.
16. The promoter company shall ensure that the total built up area of construction being carried out by it or any different builders may not be greater than 20,000 sqm, otherwise the project as such is covered under category 8 (a) of the schedule appended to the EIA notification and project proponent of the building and construction project is required to obtain the environmental clearance, failure which, the promoter company/builder shall be liable for action for the violation of EIA notification dated 14/09/2006.
17. The NOC/ CTE has been granted on the basis of information filed by the project proponent and if, in future any information is found wrong, the Board has right to revoke the NOC/ CTE.
