Earlier, the industry was granted consent to operate under the Water Act, 1974 & the Air Act, 1981 vide no. CTOW/Renewal/FDK/2022/19797521 & CTOA/Renewal/FDK/2022/19797519 dated 03.09.2022 under the name & style of firm M/s Sunrise Overseas for operation of unit to produce saila rice @ 4 TPH OR steamed rice @ 5 TPH along with sorted rice @ 5 TPH with discharge of treated trade effluent @ 96 KLD and domestic effluent @ 2 KLD onto land for plantation, subject to the conditions mentioned therein, valid upto 30.09.2027 each.
Now, the industry has applied for consent to operate under the Water Act, 1974 & the Air Act, 1981 under the name & style of M/s Ranvijay's Empire Private Limited for same capacity through OCMMS along with requisite documents. The details of the case as under:
• The industry has submitted copy of CA certificate dated 05.03.2024, showing value of gross fixed assets of Rs. 158 lakhs (including value of plant & machinery of Rs. 60.65 lakhs) as on 29.02.2024. Accordingly, the industry has deposited consent fee of Rs. 42000/- vide UTR / Ref No. N067242922113823 dated 07.03.2024 and Rs. 16800/- vide UTR / Ref No. N067242922125870 dated 07.03.2024, which is adequate upto 30.09.2029 under each Act.
• The industry has submitted copy of Certificate of Incorporation pursuant to change of name issued by the Assistant Registrar of Companies/ Deputy Registrar of Companies/ Registrar of Companies with Corporate Identification Number (CIN) U10612PB2023PTC060340 on the name of firm M/s Ranvijay's Empire Private Limited.
• The industry has submitted purchase deed vide no. 2023-24/42/1/3234 dated 02.02.2024 issued by Sub Registrar, Faridkot, in which the land area 50 kanals 10 marlas bearing khasra no. as mentioned below:
1. Land area 13 kanals 07 marlas, share 267/1001 of total land area 50 kanals 01 marla, bearing khasra no. 184/1/12-3, 185/1/0-10, 186/4-14, 187/1/9-8, 184/2/3-0, 186/2/11-6, 187/2/1-10, 185/2/7-10, khewat no. 166 and
2. Land area 12 kanals 16 marlas, bearing khasra no. 186/2/11-6, 187/2/1-10, khewat no. 166, khatoni no. 273 and
3. Land area 7 kanals 10 marlas, bearing khasra no. 185/2/7-10, khewat no. 166, khatoni no. 274 and
4. Land area 16 kanals 17 marlas, share 337/576 of total land area 28 kanals 16 marla, bearing khasra no. 183/28-16 khewat no. 438, khatoni no. 926.
Above property belongs under ownership of firm M/s Sunrise Overseas, Sadiq Road, Faridkot through its partner Sh. Raj Pal and Sh. Mohit Moga R/o New Cantt Road, Faridkot.
Above said property has been purchased by M/s Ranjvijay's Empire Private Limited with everything within the land area. As per purchase deed, the all the assets had been purchased in Rs. 1,58,00,000/-. Further, the industry has submitted undertaking signed by both the parties, which is attached.
• The industry has submitted copy of Memorandum of Association.
• The industry has submitted copy of revenue record such as registry of land.
The industry was visited by the undersigned (AEE) on 11.03.2024 and it was observed as under:
• The industry was not in operation as per its requirement.
• The industry has installed ETP for treatment of trade effluent generated from parboiling section which consists of Equalization tank, anaerobic filter, aeration tank with diffuser system for aeration, secondary clarifier and 03 no. sludge drying beds. The industry has provided separate energy meter with the ETP as well as flow meter at outlet of ETP.
• The industry has developed plantation in an area of 1.75 acres adjoining its premises for discharge of treated trade effluent of parboiling section and has made proper distribution network in the said area. The condition of plantation area was found good..
• The industry has installed rice husk fired boiler of capacity 5 TPH and has installed trima-cyclone as APCD to contain flue gas emissions and stack of adequate height has been provided with infrastructure to facilitate emission sampling.
• The industry has installed cyclones as APCDs with 2 no. pre-cleaning sections, separately with stacks of adequate height and provisions to facilitate emission sampling.
• The industry has installed cyclone as APCDs with 01 no. shelling section with stack of adequate height and provision to facilitate emission sampling.
• The industry has provided pipelines for taking rice husk from husk discharge points of both shelling sections to boiler feeding point and mechanical feeding system has been provided with furnace of boiler.
• The industry has provided room type enclosure for storage rice husk in compliance to amended code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided room type enclosure for storage of fuel ash in compliance to amended code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided brick paving at movement area of vehicles, within its premises.
• The industry has planted trees along its boundary wall.
• No complaint has been received / pending against the industry as per record file.
• The industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981 for operation of parboiling plant / rice sheller unit as well as code of practice prescribed by the Govt. order dt. 15.10.2013.
Keeping in view of above, may if approved –
a) Consent to operate under the Water Act, 1974 may be granted to the industry under its new name & style M/s Ranvijay's Empire Private Limited for a period upto 30.09.2029 for operation of parboiling plant to manufacture saila rice @ 4 TPH OR steamed rice @ 5 TPH along with sorted rice @ 5 TPH with discharge of treated trade effluent @ 96 KLD and domestic effluent @ 2 KLD onto land for plantation after proper treatment, subject to the suitable conditions along with the following special conditions that:
1. The industry will submit prior schedule for operation of parboiling section and stabilize the effluent treatment plant, well before the re-commissioning of parboiling section so as to ensure proper treatment of trade effluent from the said section for achieving the standards prescribed by the Board for such type of industries/discharges.
2. The industry will maintain its ETP under stabilization every time during its operation for production of steamed rice / raw rice, failing which the Board will be at liberty to revoke the consent to operate without affording any opportunity / notice.
3. This consent is granted subject to the submission of analysis report of effluent samples by the industry from the Board’s lab within a period of two months after re-commissioning of the industry for operation of parboiling plant viz-a-viz achievement of effluent standards as prescribed by the Board for such type of industry/discharges.
b) Consent to operate under the Air Act, 1981 may be granted to the industry for a period upto 30.09.2029 for operation of parboiling plant & rice sheller unit to manufacture saila rice @ 4 TPH OR steamed rice @ 5 TPH along with sorted rice @ 5 TPH subject to the suitable conditions along with the following special conditions:
1. This consent is granted to the industry subject to the submission of analysis report of emission samples collected and analyzed by the Boards lab viz-a-viz achievement of the prescribed emission standards applicable to rice shellers / saila plants.
2. The industry will maintain record regarding generation and disposal of fuel ash from its boiler.
