The industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/FZL/2019/9684581 and under the Air Act, 1981 vide no. CTOA/Renewal/FZL/2019/9684500 dated 17/06/2019 for operation of biomass power plant for production of Electricity @ 8 MW using Biomass (paddy straw/wheat straw/cotton stalks, RDF) @ 220 TPD, valid for a period upto 31.03.2024, subject to the suitable conditions.
The industry was visited by undersigned (AEE), Environmental Engineer of Regional Office, Faridkot and ASO from the Board’s lab on 27.01.2024 and it is observed as under:-
1. The industry was in operation for production of electricity using biomass (paddy straw and cotton stalks) as raw material.
2. The industry has installed 34 TPH capacity boiler using this biomass as fuel and a three stage Electro Static Precipitator (ESP) has been provided as an APCD to contain the flue emission. This APCD was in operation. Emission sample was collected from the stack of boiler furnace and as per the analysis result, the concentration of SPM was found to be 143 mg/Nm3, which is within the prescribed limits of 150 mg/Nm3 for this type of industry.
3. Adequate stack height has been provided with proper sampling arrangements.
4. The industry has provided two canopy-based D.G sets, each of capacity 250 KVA and has also provided stacks of adequate height above roof level with both the D.G. sets.
5. Fuel ash generated from the APCD is collected, wetted at the generation point and loaded directly into trolleys for disposal into specified lands by farmers with whom the industry has made agreements for disposal. The industry has also been disposing fuel ash in the low lying area of its premises. The industry is maintaining record regarding disposal of fuel ash from its premises.
6. The industry has installed neutralization tank for treatment of wastewater generated from regeneration of D.M. plant, boiler blow down and cooling towers blow down. During the visit, sample was collected from the outlet of neutralization tank and sent to the Board’s Water lab for analysis. As per which, the concentration of pH:- 8.0, TSS- 19 mg/l, TDS:- 1998 mg/l, Total Hardness -: 880 mg/l, Total Alkalinity :- 150 mg/l, Calcium Hardness:- 510 mg/l and Manesium Hardness:- 370 mg/l. It is pertinent to mention here that there is no specific standard as per EPA.
7. The treated effluent from the neutralization tank is discharged into plantation in an area of 4 acres developed by the industry within its premises and adjoining to its premises with proper distribution network and pipelines. The industry has also developed plantation all along its premises, condition of which is good.
8. The industry has only one source of fresh water intake i.e. from the canal and it has installed flow meter at the inlet of water supply from canal. It has provided flow meter at the outlet of neutralization tank. The industry has been maintaining record of the fresh water intake as well as disposal of water after neutralization tank onto land for plantation.
Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981. Details of the case are as under:
1) The industry has submitted CA certificate showing gross fixed assets of Rs. 3784.48 Lakhs. The industry has deposited the consent to operate fee of Rs. 5,64,000/- vide UTR No. BKIDR52024013100234387 dated 31.01.2024 (Rs. 2,82,000/- under the Water Act, 1974 and the Rs. 2,82,000/- under the Air Act, 1981), which is adequate for a period upto 31.08.2028.
2) The industry has submitted compliance of the conditions of the Environmental Clearance.
3) The industry has submitted record regarding usage of fresh water usage and disposal of ash.
4) The industry has submitted site plan showing plantation / gardening area of 2.81 acres alongwith the already developed plantation of 4 acres in compliance to the conditions of environmental clearance.
From above, it is found that the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981.
In view of the above, it is recommended that consents earlier granted to the industry may be renewed for a period up to 31.03.2028 with same terms and conditions please.
