• A rice bran oil producing industry under the name & style of M/s Evershine Solvex Pvt. Ltd., (Small Orange Category) was in operation for production of rice bran oil @ 50 TPD from rice bran @ 300 TPD and was having valid CTOs under the Water Act, 1974 & Air Act, 1981 upto 31.03.2023……………
• Another unit namely M/s Ekam Agro Pvt. Ltd. (Medium Orange Category) was granted CTOs under the Water Act, 1974 & Air Act, 1981 with validity upto 31.03.2022 for production of refined oil @ 72 TPD and re-fined vegetable oil @ 49 TPD ……….
• Boilers of capacity 06 TPH, 10 TPH & thermopac of 1.0 kcal and a ETP was installed in the premises of Ekam Agro Pvt. Ltd., which was common with its sister concern unit namely M/s Evershine Solvex Pvt. Ltd.,………
• Now both the units have been purchased by third party under the name & style of M/s Naaz Agro Food Pvt. Ltd., and application has been applied for obtaining CTOs under the Water Act, 1974 & Air Act, 1981 for production of rice bran oil @ 50 TPD from rice bran @ 300 TPD in an area of 87 kanal 10 marlas and not for operation of refinery unit. The Regional Office has reported that the Director of the industry assured that refinery unit will not be operated and they have no objection if PPCB seals the said unit……….
• The total fixed assets including land, building, plant & machinery is less than 05 crore…………..
• Area classification report has been submitted by the industry from DTP, Sri Muktsar Sahib vide his office letter no. 491 dated 20.07.2023, wherein it has been mentioned that the land area of 87 kanal 10 marlas falls in industrial zone of the notified Master Plan, Sri Muktsar Sahib…………
• The visiting officer has reported that the industry was visited on 29.02.2024 and was found not in operation. Land area of 87 kanal 10 marlas earmarked. The ETP installed was found in operationable condition and land area of 04 kanal has been developed under plantation for discharge of treated effluent. Boiler of capacity 10 TPH (with twin cyclone as APCD), 06 TPH (Multi-cyclone installed as APCD) and 01 thermopac 1.0 kcal (thermopac installed as APCD) installed. Common stack provided with the APCD. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981………….
• In view of above, if approved:-……………
A. CTO under the Air Act, 1981 may be granted to the new unit under the name & style of M/s Naaj Agro Pvt. Ltd., for production of rice bran oil @ 50 TPD with validity upto 31.12.2024, subject to the following special conditions that:-………..
1. The industry will operate its ETP regularly & scientifically and shall maintain the proper record of the effluent generated/ treated………….
2. The industry shall ensure no stagnation in the plantation area and will be bound to increase the same if stagnation is observed in it at any time………..
3. The industry will not engaged in the production of refined oil/refined vegetable oil without prior NOC/CTOs of the Board under the provisions of the Water Act, 1974 & Air Act, 1981………..
4. The industry will get its effluent/emission samples analyzed from the Board's lab/Approved lab of the Board, within 03 months………..
5. The industry will get its layout plan approved from the Competent Authority in the matter for the entire land area i.e. 87 kanal 10 marlas, within 02 months………..
6. The industry will not undergo any expansion w.r.t. land area/production capacity without prior written permission of the Board………..
B. The Regional Office, Bathinda be requested to seal the refinery unit of the industry to restrain the industry from production of refined oil/refined vegetable oil…………...
