It is submitted that the project proponent has applied for obtaining fresh consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for development of commercial plotted project having 89 Plots alongwith requisite documents. (Scrutiny was carried out on 15.03.2024 & Scrutiny completed on 15.03.2024) The project proponent has deposited Rs. 14900/- vide UTR No. INDBN27011921388 dated 27.01.2024 as NOC fee. The fee deposited by the project proponent is adequate for one year against the total proposed cost of the project Rs. 1475 lacs. The project proponent has submitted feasibility report regarding installation of STP of capacity 50 KLD. As per feasibility report, the fresh water requirement of the project @ 49 KLD. The wastewater generation of the project @ 39 KLD which will be treated in STP of capacity 50 KLD. After treatment in STP, about 38 KLD of treated wastewater reuse for flushing purpose and remaining @ 1 KLD will be reused in green area & spraying purposes for parking area of premises. The project proponent has submitted partnership deed executed between Mr. Harvinder Singh Ghuliani S/o Sh. Himmat Singh R/o H. No. B-1/127/1, Street No. 4, Kotkapura, District Faridkot hereinafter called the Ist party and Mr. Rahul Saini S/o Sh. Ram Kumar R/o H. No. 1068, Near Cheema Hospital, Phase-5, SAS Nagar hereinafter called the IInd party. The project proponent has submitted layout plan / site plan of the project approved by Competent Authority for the development of 89 commercial plots. The proposed site of the project was visited by the undersigned on 15.03.2023. During the visit, it was observed as under: 1. The project proponent has not stated any construction activity at the proposed site. Only temporary office building constructed. 2. The project proponent has not provided any labour hutment in the project. 3. The project proponent has proposed to install Mechanical composter for the treatment of wet biodegradable waste. 4. As per the boundary limits of the site shown by the representative of the promoter company during the visit, there is no operational approved existing MAH industry within a radius of 250 m from the boundary of the proposed site of the project. There is no operational approved existing air polluting industry falls within a radius of 100 m from the boundary of the project. 5. The site is complying with general siting criteria as per policy dated 30.04.2013. In view of the above, it is recommended that the consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year subject to suitable conditions as per policy of the Board and following additional conditions:- 1. The project proponent shall install STP of capacity 50 KLD alongwith ultra-filtration system for utilization of treated wastewater for flushing purposes. 2. The project proponent shall provide dual plumbing for utilization of treated wastewater for flushing purposes. 3. The project proponent shall provide necessary arrangements for usage of the treated effluent after STP for flushing purpose and shall develop adequate green area and plantation area for discharge of the remaining treated effluent after STP, as proposed by it. 4. The project proponent shall provide occupancy only after obtaining consent to operate from the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 5. The project proponent shall install anti smog gun to control dust emission during construction activities. 6. The project proponent shall provide mechanical composter of capacity for the treatment of wet biodegradable waste. 7. The promoter shall lay down pucca distribution network / pipe grid from the STPs to the various green lawns / stretches / dual plumbing system for flushing purposes / for construction activities and shall not allow it to stagnate anywhere inside or outside the project. 8. The promoter shall irrigate the green belt / area to be developed within the project area with the treated wastewater only and no fresh water will be used for this purpose as well as for construction activities within the project. 9. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem in its vicinity. 10. If the project proponent violates any of the above 6 conditions, legal action under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 will be initiated against the project proponent without affording any opportunity. 11. The promoter company shall submit the complete drawing and design of the STP and its component at the time of obtaining consent to operate. 12. The promoter company shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. 13. The promoter company shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be got lifted. 14. The promoter company shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing on-site facility to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. 15. The promoter company shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 16. The promoter company shall comply with the provisions of the Construction and Demolition Management Rules, 2016. 17. The promoter company shall take adequate steps to the effect that the construction material of any kind that is stored at site shall be fully covered in all respects so that it does not disburse in the air in any form. 18. The promoter company shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form. 19. The promoter company shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project. 20. The promoter company shall ensure that the vehicles carrying construction material and construction debris of any kind shall be cleaned before it is permitted to ply on the road after unloading of such material. 21. The promoter company shall provide mask to every worker working on the construction site and involved in loading / unloading and carries of construction material and construction debris. 22. The promoter company shall provide all medical help, investigation and treatment of workers involved in construction of building and carrying out construction material and debris related to dust emissions.
