The industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/LDH3/2023/20999707 & CTOA/Varied/LDH3/2023/20999685 both dated 28.02.2023 for manufacturing of Auto & Adv Tubes @ 24700 Numbers/Day & Auto & Adv Tyres @ 6000 Numbers/Day, valid upto 27.08.2023 each……………..
Now, the industry has applied for renewal of ‘Consents to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for manufacturing of Auto & Adv Tubes@ 24700 Numbers/Day and Adv Tyers @ 6000 Numbers/Day with discharge of Domestic effluent @ 3.0 KLD onto land for plantation after treatment in STP and by operation of one boiler of capacity 8 TPH with Dust collector followed by twin cyclone as APCD and 03 no. DG sets of capacity 500 KVA (each) equipped with canopies along with stack of adequate height with conditions mentioned therein………………
The industry submitted requisite documents and consent fee adequate upto 31.10.2026.
The industry was visited by AEE of RO on 17.11.2023 and it has been reported as under:
1. The industry was in operation for production of tubes and tyres.
2. The industry has installed boiler of capacity 08 TPH based on coal and rice husk. The industry has installed dust collector followed by twin cyclone as APCD with boiler along with stack of adequate height with sampling arrangements. The air emission samples were collected on 16.12.2022 and as per analysis report, the concentration of SPM is 163 mg/NM3, which is within prescribed limits of the Board.
3. There is no generation of trade effluent from the process and only domestic effluent generated as industry is labour intensive unit. There are 150 no. workers in the industry. There is no labour quarters in the premises of the industry. The industry has installed STP consists of collection tank, EA Reactor, MBBR, Tube settler, Dual Stage Filters for the treatment of domestic effluent to be generated from its premises. The treated effluent is disposed off onto land for plantation after STP. The industry has provided plantation in an area of 1000 sq. yards and condition of plantation is good.
4. The industry has constructed hazardous waste room of size 8.5’ X 10’ X 8’ for storage of hazardous waste of category 5.1 to be generated from its process. The industry has stored about 300 litres of spent oil (HW Category 5.1) in the storage room. The industry has made any agreement with M/s B.P. Mahaveer Plastics & Scrap Co. dated 06.11.2023 for lifting of HW category 5.1. The agreement is valid upto 05.11.2024.
5. The industry has installed 03 no. DG sets of capacity 500 KVA (each) equipped with canopies along with adequate stack height.
The industry failed to submit land use classification certificate issued in favour of its name & style mentioning the khasra numbers, revenue state and area of the plot in which the industrial project is established / operating, within stipulated time period allowed to it as per the special condition of the previous consent as well as again sought vide show cause notice issued to it…….
Accordingly, an opportunity of personal hearing was afforded to the industry before the Chairman of the Board on 11.01.2024 wherein it was decided that the reply submitted by the industry be forwarded to the regional office for processing the pending application of the industry…….
Now, in compliance of the decisions of the personal hearing afforded to the industry, the RO has submitted that the District Town Planner, Ludhiana vide memo no: 328 DTP(L)/M2A dated 07.02.2024 has submitted that the site of the industry measuring 6.6125 acres falls in the revenue estate of village Gaunspur, Tehsil Ludhiana West, District Ludhiana and site falls in “Industrial Zone” as per approved Master Plan, Ludhiana (2007-31). Industrial unit is allowed in this zone………..
In light of above, may if approved, ‘Consent to Operate’ under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Auto & Adv Tubes@ 24700 Numbers/Day and Adv Tyers @ 6000 be renewed for a period upto 31.03.2026 subject to suitable conditions and following additional conditions:
1. The industry shall obtain authorization under the HWM Rules, 2016 for generation, storage and disposal of the hazardous waste of category 5.1 of Schedule-I appended to said Rules.
2. The industry shall apply for obtaining registration under the Plastic Waste Management rules, 2016 as Brand Owner.
