File Note: It is submitted that the subject cited rice sheller unit was granted consent to establish (NOC) under the Water Act, 1974 & the Air Act, 1981 for establishment of unit to produce raw rice with dryer @ 2 TPH & Sorted Rice @ 2 TPH, vide no. CTE/Fresh/FDK/2023/22474547 dated 03.07.2023, valid upto 02.07.2024, respectively with suitable conditions along. Further, no specific condition has been imposed while granting NOC of the Board. Now, the industry has applied for obtaining fresh consent to operate for operation of the unit under the Water Act, 1974 & the Air Act, 1981 for same capacity through OCMMS along with requisite documents. The details of the case as under: • The industry has submitted latest CA certificate, stating value of fixed assets of Rs. 122.97 lakhs (including plant & machinery of Rs. 75 lakhs) as on 27.02.2024. • The industry has deposited consent fee of Rs. 42000/- vide UTR / Ref. No. 59708684 dated 14.03.2024 under the Water Act, 1974 & Rs. 42000/- vide UTR / Ref. No. 569763012 dated 14.03.2024 under the Air Act, 1981, which is adequate upto 31.03.2029 as per Board's order dated 29.10.2018. • The industry has submitted undertaking regarding completion of installation work of cyclone separator as APCD installed with dryer section and shelling section, separately. The industry was visited by the undersigned (AEE) on 15.03.2024 and it was observed as under: • The industry was in operation during visit. • The industry has shifted electric wire earlier passes through the proposed rice sheller site. • The industry has installed cyclone as APCD with shelling section and paddy pre cleaner of dryer section, separately to contain the process emissions and the same was found in line / operationable conditions with dust emitting points connected to the APCD, which is adequate. • The industry has provided stack of adequate height with the APCD and provision to facilitate emission sampling. • The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further mesh wire of 5' height has been provided above the said wall in compliance to code of practice prescribed by the Govt. vide order dt. 15.10.2013. • The industry has not provided brick paving at movement area of vehicles, within its premises. The representative of the industry has given submission that due to 1st paddy season, work in this regard, cannot be completed and has given assurance to complete the same within one month and compliance will be submitted to Punjab Pollution Control Board. • The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation. • The industry has provided plantation along its boundary wall. • The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. Keeping in view of above, it is recommended that consent to operate applied by the industry under the Water Act, 1974 & the Air Act, 1981 may be granted for operation of unit to manufacture raw rice with dryer @ 2 TPH & Sorted Rice @ 2 TPH for a period upto 30.09.2028 to the industry with suitable conditions along with special conditions that: i. The industry will provided brick paving at movement area of vehicle within one month. ii. The industry will get its stack emissions samples analyzed from Board's lab during ongoing paddy season, positively. iii. The industry will discharge only treated domestic effluent onto land for plantation / green belt. iv. The industry shall not increase its existing land area without prior permission of the Board. v. The industry shall not increase its production capacity without the prior written permission/NOC of the Board. vi. The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows: i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building. iv) The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under: (a) All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. (b) (i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. (ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk. (iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length. (iv) Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. (c) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. Competency: Environmental Engineer
