File Note: • The industry is a small scale red category zinc plating unit. • Earlier, the namely M/s Gupta Industries, Gadaipur, industrial area, Jalandhar industry was running at site and the same was visited surprisingly by the AEE (OS) of the office on 04-01-2024 and it was that the Industry was in operation during the time of visit. The industry is engaged in the process of electroplating (Zinc plating) on Job basis. As per as representative of the industry they are having contract with JBR Technologies Ltd. Ludhiana for lifting its trade effluent. The same was not produced during the time of visit. The industry has provided storage tank of capacity 3000 liters for storage of its trade effluent. The industry is not maintaining any record for the fresh water consumption and for the disposal of its trade effluent. • Thereafter, the industry was issued directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 vide ZO letter No. 348-10 dated 29.01.2024 for disconnect the supply of electricity connection and seal the water polluting process/ DG set of the industry. • As per directions issued by Competent Authority the industry was visited by Manvinder Singh Hundal, AEE (OS) on 06.02.2024 and observed that the industry was in operation during visit. During visit the electroplating process was seen being carried out in the premises. The directions u/s 33-A of Water Act (Prevention & Control of Pollution) Act 1974 were issued to PSPCL for the disconnection of supply of electricity of the industry vide letter no. 890 dated 12.02.2024. The electric connection has not been still disconnected by PSPCL. The water polluting process (Electroplating) has been sealed during the visit in compliance to the decisions vide letter no. 352 dated 29.01.2024. The representative of industry was also directed during visit to stop all the activities in the industry and not to resume the same before obtaining consent to operate under Water (Prevention & Control of Pollution) Act 1974. • Now, the industry has applied fresh consent to operate under the name of M/s R.S. Industries, village Gadaipur, Distt Jalandhar for process of Zinc plating on job basis @ 1000 Kgs/day by using R Chemical @ 1 Liter/day, M Chemical @ 1.5 Liter/day, Hydrozen @ 0.5 Liter/day and Zinc slab @ 1 Kgs/day as raw material and detail of the same is as under:- 1. The industry has deposited Rs. 11000/- (Rs. 9400/- under Water Act 1974, Rs. 1100/- NOC regularization fee, Rs. 500/- form fee) vide UTR No. SBIN323193712095 dated 12.07.2023 against the fixed assets of Rs. 1.85 lacs, which is adequate upto 30.06.2029. 2. The industry made an agreement with JBR Technology, Ludhiana @ 2000 ltr/ month for lifting of trade effluent. 3. The industry has submitted TDCO issued by PSPCL authority vide No. 081/76757 dated 15.03.2024. 4. The industry has submitted purchase bill of machinery as per proof of date of commissioning. 5. The industry has submitted approved building plan from competent person under Director of Factories Act, Punjab. 6. The industry has submitted registry of the land, rent agreement and proprietorship with the application. 7. The industry has submitted classification of area certificate issued from ATP, Jalandhar vide letter No. 1261 dated 02.09.2022 in which mentioned that the site of the industry falls in General Industrial Zone as per Master Plan Jalandhar. • The industry was visited by the Er. Akash Deep Singh, JEE (OS) of this office on 15.03.2024 and it was observed that the industry was not in operation during the visit due to seal the machinery by this office and the electric connection of the industry is disconnected by PSPCL authority. The industry has now installed new water meter in the process area. The industry has installed plastic storage tank of capacity 2000 ltr for the storage of trade effluent. During visit, the industry was advised to maintain the record of fresh water consumption as well as lifting to JBR Technology. The domestic effluent is discharged into sewer. The industry is a small scale red category unit and competency to decide such case lies with Senior Environmental Engineer, Zonal Office, Jalandhar. Keeping in view of above, it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for six months with usual conditions as per policy of the Board and with special condition that:- 1. Orders may be issued for de-sealing of electroplating section installed by the industry. 2. Directions be issued to PSPCL Authorities for restore the electric connection of the industry temporarily for six months.
