File Note: It is intimated that the project is a large scale red category unit. Earlier, the project proponent was granted "Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2021/15327242 dated 06.04.2021 valid upto 22.02.2022 for Plotted residential project having 448 plots & 56 commercial shops in an area of about 96528 sqm. with subject to suitable conditions and special conditions mentioned therein. Thereafter, the project proponent was granted extension in the validity of "Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/PBIP/SAS/2023/19124541 dated 08.06.2023 having validity upto 21.02.2024 for Plotted residential project having 448 plots & 56 commercial shops in an area of about 96528 sqm. with subject to suitable conditions and special conditions mentioned therein. Now, the project proponent has applied for obtaining fresh consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 for Plotted residential project having 448 plots & 56 commercial shops alongwith requisite documents and fee. However, there is change in the total population, water consumption, waste water generation and disposal from the CTE granted to the project. However, the site plan remains the same. The project proponent has deposited Rs. 4,20,000/- vide R. No. 764192606 dated 26.02.2024 under Water Act, 1974, against the total cost of fixed assets is Rs. 63.15 crore. The consent fee deposited by the project proponent is adequate upto 30.09.2028. The promoter company has submitted copy of approved site plan for the project from the Competent Authority, Project Approval Department of Housing and Urban Development Punjab Bureau of Investment Promoter, Chandigarh vide letter no. LDC/PBIP/CAPA(HUD)/2020/17 dated 12.10.2020. As per the approved building plan the total area of the project is 101,171 sqm and net area is 96527 sqm. Further, the total green area is 7742 sqm. The project proponent has also obtained Change of Land Use (CLU) for Residential purpose (plotted colony under Affordable colony policy) from Housing and Urban Development Department Punjab under for an area measuring 25 acres falling in the Village Kailon, SAS Nagar issued vide no. PBIP/CAPA(HUD)/2020/115 dated 15.06.2020. Now, the project proponent has submitted revised population calculation and water balance, as it is an affordable housing society most of the plots are less than 150 sq.yard and are being developed as individual houses. The total water requirement for the project is 353 KLD which will be met through submersible and treated effluent. The total domestic effluent generation shall be 282 KLD out of which 118 KLD of treated effluent will be reused for flushing/dual plumbing purposes, 43 KLD onto green area measuring 7740 sqm and the rest will be discharged onto land for plantation developed as per Karnal technology in 2 acres adjoining to the project site under the ownership of the company in Khasra No. 19//11, 19//9, Village Kailon, Mohali. The project proponent has installed STP of capacity 900 KLD for treatment of wastewater generated from the project and also submitted completion certificate for the same. The site of the project proponent was visited by the officer of the Board on 04.03.2024 and it was observed as under:- 1. The project proponent is situated in revenue estate of Village Kailon, Mohali, SAS Nagar. 2. The project proponent has developed road network and provided sewage network in the entire project. 3. During visit it was observed that construction of 14 plots in S+3 configuration is going on. Further, about 88 independent houses is also under construction. 4. As on date about 25 families are residing in the project. 5. The domestic effluent is being discharged Onto Land for Plantation/ Irrigation after Treatment in STP. 6. The project proponent has developed 2 acres of area as per Karnal Technology which is adequate for disposal of domestic effluent @ 121 KLD. During visit treated domestic effluent was being discharged onto land for plantation. 7. The project proponent has not installed any D.G set. The project proponent is complying with conditions of "Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 granted to it. In view of the above, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 31.03.2028 with subject to suitable conditions and additional conditions that: 1. The promoter company shall operate its STP regularly and efficiently and maintain the record of the same on daily basis. 2. The project proponent shall obtain certificate from PWRDA for abstraction of ground water within one month. 3. The industry shall maintain the Karnal Technology developed in good condition Hadbast No. 193, Khasra No. 19//9 & 19//11, Village Kailon, Mohali at all time and shall ensure that the treated effluent is uniformly distributed by providing proper distribution network. 4. The project proponent shall install mechanical composter for composting of its wet solid waste within one month. 5. The project proponent shall not discharge any treated/ untreated wastewater into sewer/ drain/ choe under any circumstances. 6. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. 7. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 8. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation/outside its premises, at any time, under any circumstances. 9. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 10. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 11. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry. 12. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
