File Note: It is submitted that the industry having name and style of M/s Indian Pollution Control Association (IPCA) has applied for obtaining consent to establish/(NOC) from Pollution Angle for manufacturing of Recycled Plastic Board @ 13 Metric Ton/Day by using Rigid Plastic @ 1 Metric Ton/Day Flexible Plastic @ 7 Ton/Day and MultiLayered Plastic @ 2 Metric Ton/Day as raw material under orange category along with requisite documents. IPCA is a society having its registered office in Vishwas Nagar, Shadara New Delhi. It has submitted the copy of MOA and list of governing body. The project proponent has submitted supporting documents i.e. application form, PSIEC allotment letter, project report, lease agreement, site and location plan, etc. Project Report: As per the project report IPCA has proposed to setup plastic waste recycling facility estimated @ 300 MT of plastic waster per month. The manufacturing process involves Raw Material-Grinding-Hydraulic Hot & Cold Press-Cutting-Packing of plastic chip board. The industry has deposited Rs. 54000/- vide Receipt No. 59054744 dated 10.02.2024 as NOC fee against the project cost of Rs. 236.59 lakh only as per project report submitted by the industry, which is adequate for 5 years. Land Documents: The project proponent has submitted copy of Industrial plot no. C-16 Focal Point, Patiala Transfer letter issued by PSIEC, Chandigarh on 09.01.2024, according to which plot no. C-16, Focal Point, Patiala measuring 1000 sqr. yards has been given on lease to Sh. Vishnu Industries for lease rent of Rs. 389000 together with annual lease rent of Rs. 1 per thousand sqr. yard for 99 years subject to suitable conditions. The owner of the property C-16, Focal Point, Patiala Smt. Usha Rani 1st partner, Sh. Rishi Singla 2nd partner, Smt. Neenu Garg 3rd partner and Smt. Aarti Singla 4th partner has given the plot on lease to M/s Indian Pollution Control Association having its office at 3-5 DDA shopping complex Hargobind Enclave, Delhi for 5 years with effect from 01.12.2023 for Rs. 1 lakh per month basis. The copies of allotment letter and land lease letter is attached. The industry through Usha Rani has given a letter to GMDIC to add plastic products and fabrication to the existing marble cutting and sale in the PSIEC allotment letter. M/s Indian Pollution Control Association (IPCA) as per the memorandum for association has registered office at 450/1/B-1, Street no. 14-A, Vishwas Nagar, Shadara, New Delhi and as per land lease has submitted that M/s Indian Pollution Control Association (IPCA) has an office at 3-5 DDA shopping complex Hargobind Enclave, Delhi The project site was visited by the undersigned on 20.03.2024 and contacted Sh. Rajinder Kumar and Sh. Jaswant representatives at site. During visit, it was observed as under: 1. The project falls in Focal Point, Patiala as. 2. The building of the unit has already been constructed. Machinery such as hot & cold press, frames, thermopack /boiler were under construction/installation. 3. It was observed that the thermopack along with stack is being installed in an adjoining land beyond the boundary of C-16 and not in the location shown in the site plan. The total width of the plot has shown in the site plan is 59 feet whereas, the project proponent has included adjoining land beyond 59 feet width and said land is not part of the NOC application. Also, the raw material and plastic waste was found lying stored in the adjoining area with seems to be part of the unit but no mention is there in the application from. Photographs attached in the note below. The project proponent has installed building and is in the process of installing plant and machinery without obtaining NOC from the Board. Further, it has made addition in the land area by including adjoining industrial land which is not part of the application and not shown in the site plan submitted along the application. In view of above mentioned facts, if approved, SEE, ZO-1, Patiala may be recommended that NOC application of the project proponent may be refused.
