It is intimated that the industry is an orange category small scale unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/SGR/2024/24961472 dated 10/03/2024 valid upto 30/09/2028 and under the Air Act, 1981 vide no. CTOA/Varied/SGR/2024/24961428 dated 10/03/2024 valid upto 30/09/2028 for manufacturing of Steamed rice/ Parboiled Rice @ 2.0 TPH & Raw/ Sortex Rice @ 1.5 TPH by using Paddy @ 5.25 TPH as raw material with certain conditions mentioned therein and one of following additional condition: -
The consent to operate under Water At,1974 & Air Act,1981 is granted for production of Raw/Sortex Rice @ 1.5 TPH and Steamed rice/Parboiled Rice @ 2.0 TPH by using Paddy @ 5.25 TPH as raw material in existing land area measuring 14 kanal 13 marle land having khasra no. 2//12 min(8-0),20(3-11), khatauni no. 31/1, khasra no. 3//6/1(3-2) with addition in land area measuring 14 kanal 14 marle details of which are khatauni no. 114/147 khasra no. 2//18/2/2(2-11),19/2min(1-4),19/3/1(2-8).19/3/3(0-6),20/3/2/1(0-18),21/2/1(0-10),22/1(7-9),23/1/2(4-7) 1/3 portion of land area 6K-17.66 M, Khatauni no. 121/154 Khasra no. 2//20/2/2 (3-11),21/1/2 (6-1) 233/288 portion of land area measuring 7K-15.33 M, Khautani no. 108/139 Khasra no. 2//17/4(1-6), 24/3 (2-13),25/1(4-11) 1/170 portion of land measuring 0k-1M. The newly added land area to be utilized for storage purpose only with no addition in plant and machinery.
Now, the industry has applied for NOC expansion for expansion in its unit for manufacturing of Dry/steamed rice @ 5.0 TPH & Parboiled rice @ 4.0 TPH by using Paddy 13.5 TPH as raw material.
The industry has deposited requisite NOC fee amounting to Rs. 10,800/- against the proposed projected cost of 446.90 lacs, which is adequate for one year.
The industry has submitted request letter in which it is stated that the industry is doing its expansion in its existing land and they already have 3 acre land on lease for disposal of effluent which is sufficient to handle all the effluent to be generated after expansion.
The industry is establishing expansion in its existing land, hence, there is no need to obtain certificate from revenue department and DTP department.
The industry has proposed to generate 144 KLD trade effluent after expansion, which will be treated in ETP consisting of Neutralization, Flow equalization, Anaerobic stabilization, Activated sludge process (aeration tank followed by secondary clarifier) & Sludge handling. The industry has proposed 3 acre land, which will be developed as per Karnal Technology for disposal of treated wastewater, which will be adequate to handle entire treated effluent.
The industry has also proposed to install a D.G set of capacity 500 KVA which will equipped with adequate stack height.
To verify the facts, the site was visited by undersigned on 18.03.2024 and during visit it was observed which are placed below-
1. The industry as well as APCD were in operation and industry was engaged in the manufacturing of Steamed Rice.
2. The industry has provided boiler furnace followed by twin-cyclone as APCD having adequate stack height. The industry has also provided cyclone as APCD with paddy pre-cleaning section and shelling section to control the dust emissions.
3. The industry has provided plantation area to utilize the treated trade effluent inside the premises. The domestic effluent is being discharged onto land for plantation after passing through septic tank.
4. The industry has provided brick road within its premises for movement of vehicles.
5. The industry has made more than 15ft brick wall around rice husk area.
6. The industry is disposing off its bolier ash in an environmentally sound manner.
7. Thus, the industry is complying with the conditions of consent earlier granted to it.
8. The industry has increased its land area which is used only for godown purposes and no machinery of any kind has been installed in the additional land.
9. Thus the industry is complying with the provisions of Water Act, 1974 and Air Act, 1981.
10. The industry has proposed to install a boiler having capacity 8.0 TPH using rice husk as fuel equipped with multi-cyclone as APCD of stack of adequate height.
11. The industry has earmarked the area, where the additional machinery will be installed. The industry has proposed to add machinery within old land measuring 14 kanal 13 marle land having khasra no. 2//12 min(8-0),20(3-11), khatauni no. 31/1, khasra no. 3//6/1(3-2) and it has also submitted undertaking that the additional land, which is being used for storage purposes shall not be used for manufacturing process.
12. With addition in land area measuring 14 kanal 14 marle details of which are khatauni no. 114/147 khasra no. 2//18/2/2(2-11),19/2min(1-4),19/3/1(2-8).19/3/3(0-6),20/3/2/1(0- 18),21/2/1(0-10),22/1(7-9),23/1/2(4-7) 1/3 portion of land area 6K-17.66 M, Khatauni no. 121/154 Khasra no. 2//20/2/2 (3-11),21/1/2 (6-1) 233/288 portion of land area measuring 7K-15.33 M, Khautani no. 108/139 Khasra no. 2//17/4(1-6), 24/3 (2-13),25/1(4-11) 1/170 portion of land measuring 0k-1M. The newly added land area is being used for storage purpose only with no addition in plant and machinery.
13. The industrial site falls outside the NP limit of Khanouri and falls at a distance of 1.5 km from the NP limit of Khanouri as per the certificate issued by EO, NP Khanouri vide no. 935 dated 14.12.2023.
From the above, it is clear that the site falls outside NP limit of Khanouri, thus, the site is suitable for expansion.
Keeping above in view above mentioned facts, it is, therefore, recommended that NOC expansion under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for expansion in its unit i.e. Dry/steamed rice @ 5.0 TPH & Parboiled rice @ 4.0 TPH by using Paddy 13.5 TPH as raw material, subject to the suitable conditions as per the policy of the Board with special condition that the entire additional machinery in old land measuring 14 kanal 13 marle land having khasra no. 2//12 min(8-0),20(3-11), khatauni no. 31/1, khasra no. 3//6/1(3-2) and the newly added land will only be used for godown/storage purposes.
