File Note: It is submitted that earlier the industry was granted Consent to operate under the name & style of M/s Brar Autowheel Pvt Ltd under the Water Act, 1974 & the Air Act, 1981 vide no. CTOW/Fresh/MOG/2017/5006000 & CTOA/Fresh/MOG/2017/5005735 dated 19.01.2017 for Washing & servicing of cars @ 15 nos/day with validity upto 30.09.2021 along with conditions mentioned therein. Thereafter, the industry was visited by undersigned (AEE) on 05.05.2023 and effluent sample was collected from outlet of ETP, same was sent to Head Office Lab for analysis. As per report, result of various parameter i.e. pH=7.7, TSS=89mg/l, COD=162mg/l, BOD=20mg/l, oil&grease=6.8mg/l is found beyond the prescribed limit of the Board for such type of unit. Accordingly, the industry was issued SCN vide Board's letter no. 2913 dated 26.09.2023 with an opportunity of personal hearing before SEE, ZO, Bathinda on 09.10.2023, which was further postponed to 11.10.2023. Thereafter, the industry had applied for obtaining fresh Consent to operate under the Water Act, 1974 & the Air Act, 1981 on the name & style of M/s Brar Automotive on 27.10.2023, which was returned due to incompletion of application. During hearing dated 11.10.2023, the representative of the industry Sh. Sukhwinder Kumar, General Manager has stated that M/s Brar Autowheels is not active at the said site and presently the name of the working firm is M/s Brar Automotive (Hyundai Agency). After hearing, the GM of the agency as well as officers of the Board has decided as under: 1. The agency shall operate its ETP regularly & efficiently so as to achieve the effluent standards prescribed by the Board at all times. 2. The agency shall maintain proper record of the chemicals being used for the purpose of dozing and shall also maintain proper record of the effluent generated/treated on daily basis. 3. The agency shal apply for obtaining consents to operate under the Water Act, 1974; Air Act, 1981 & authorization under the HOWM Rules, 2016, within 15 days. 4. The Regional Office, Faridkot shall visit the agency, collect the effluent samples and process the applications to be applied by the agency under the Water Act, 1974; Air Act, 1981 and authorization under the HOWM Rules, 2016, on merit. In compliance to hearing decisions, the industry was visited by undersigned (AEE) on 06.12.2023 and it was observed as under: 1. The site is workshop of servicing and washing of Hyundai vehicle. 2. The workshop has installed ETP for treatment of waste water generated from washing process. The ETP was in operation during visit. The ETP consists of collection tank > dosing cum flocculation tank > tube settler > holding tank > carbon filter & sand filter > outlet. 3. The effluent sample was collected from outlet of ETP and as per result of various parameter i.e. pH=8.5, TSS=35mg/l, COD=68mg/l, BOD=12mg/l, oil&grease=5.2mg/l is found within the prescribed limit of the Board. 4. The industry has provided flow meter at the water source viz-a-viz outlet of ETP. Further, the industry is maintaining record regarding operation of ETP on regular basis i.e. record of chemical dosing, record of water meter, 5. The industry has discharged treated waste water onto land for plantation, developed adjoining to the agency premises in an area of about 1 Kanal. Further, the plantation area was developed and adequate in a scientific manner. 6. The industry has maintained record regarding purchase of chemical for dozing purpose. 7. The service station has installed canopy based DG of capacity 25 KVA in its premises. Now, the industry has again applied for obtaining fresh Consent to operate under the Water Act, 1974 & the Air Act, 1981 for servicing and washing of vehicle @ 5 numbers/day, details of the case is as under: • The industry has submitted CA certificate dated 27.10.2023, showing value of gross fixed assets of Rs. 66.15 lakhs (including value of plant & machinery of Rs. 16.57 lakhs) as on 31.03.2023. • The industry has deposited consent fee of Rs. 18000/- vide UTR / Ref. no. N296232701330637 dated 23.10.2023 under Water Act, 1974 and Rs. 18000/- vide UTR / Ref. no. N296232701329263 dated 23.10.2023 under Air Act, 1981, which is valid upto 30.09.2027 under both the Acts. The industry has also deposited NOC regularization fee of Rs. 3600/- vide UTR / Ref. no. N296232701321626 dated 23.10.2023, which is adequate. • The industry has submitted agreement with copy of made with Nimbua Greenfiled (Punjab) Association for lifting of hazardous waste of category 35.3, 5.2 & 21.1. • The industry has submitted agreement with copy of made with M/s Satkar Oil Co., D-177, Phase-VI, Ludhiana for lifting of hazardous waste of category 5.1. The industry was advised to apply authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. In view of the above, the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. It is therefore recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for servicing & washing of vehicle @ 5 numbers/day period upto 30.09.2027 with suitable conditions along with specific conditions as under: 1) The unit shall operate its ETP regularly and the ETP record shall be submitted to the Board. 2) The unit shall always maintain the plantation area free from wild growth in order to avoid stagnation. 3) The unit shall immediately apply for authorization under the HWM Rules, 2016, within 15 days.
