It is intimated that the project proponent has applied for production @ 10000 CFT/day consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for the establishment of a stone crusher at the revenue estate of village Chak Mirpur, Tehsil Mukerian, Distt. Hoshiarpur. The project proponent has deposited Rs. 9000/- vide receipt no. POD011768154 dated 13.02.2024 as NOC fee and application form fee. The stone crusher has submitted project report, site plan, location plan, partnership deed, SDM Certificate vide no. 1480/MC Dated 03.01.2024, Executive Engineer –cum- Mining reported that vide khasra no. 16//8 & 13/1 vide letter no. 3806-07 dated 22.12.2023 and also EE PWD reported received vide letter no. 1645/DB dated 06.11.2023 of Khasra No. 16//13/1, 16//8 total area 10 Kanal 2 Marlas and Naib Tehsildar Talwara reported vide letter no. 1104/Reader dated 20.11.2023 and letter from Forest Department vide no. 1839 dated 03.11.2023 & 7617 dated 29.02.2024.
The project proponent has submitted DTP Letter bearing no. 1100 DTP(H)/CLU-1 dated 07.12.2023. The industry has proposed to install recirculation tank. The industry has proposed to intall of capacity 500 KVA fitted with canopy.
It is intimated that the site was visited by officer of this office on 05.03.2024 and it was observed that the site of stone crusher is situated at Village Chak Mirpur. The stone crusher has done the demarcation of the site. The stone crusher has not started any work at site. As per project report submitted the project proponent has proposed to install 01 no. jaw crusher 20x 42, 02 no. Vibrators (size screen 22x6, size screen 5 x18), 01 no. Granulator 12x48, 02 no. rotopactors (Size of Machine -800 mm, Shoots cover, Exhaust Fan for Controlling Dust). The site is suitable & comply with the guidelines.
In view of above, may if approved , it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with the condition that:
1. The stone crusher shall submit the CLU within this period which is already applied to the Department.
2. The stone crusher shall obtain Mining registration before operating the unit.
3. The stone crusher shall not operate the stone crusher without prior permission of the Board.
4. The CTE is granted on the basis of report submitted by the all concerned Departments received through/SDM/DTP letter no. 1480/MC dated 03.01.2024 and 1100 dated 07.12.2023.
5. The stone crusher strictly shall established in mentioned in the khasra no. 16//13/1 & 16//8.
6. The stone crusher shall obtained necessary permission from the concerned department before its operation.
7. The stone crusher shall submit the certificate from SDM Mukerian that the stone crusher has been established in the khasra no. 16//13/1 & 16//8 before applying CTO.
8. The stone crusher shall comply with the provisions/conditions of the letters issued by concerned departments.
9. The stone crusher shall comply with the guidelines/code of practice of Environmental guidelines for stone crushing unit vide CPCB letter no. CP-12/9/2022-IPC-V-HO-CPCB-HO/1900 dated 01.08.2023.
