File Note: The rice Sheller is a small scale orange category rice mill with shelling section and drier section and has earlier granted 'Consent to Establish (NOC)' under the provisions of Water Act, 1974 & Air Act, 1981 vide no. CTE/Fresh/LDH1/2022/18828725 dated 25.07.2022 valid upto 30.04.2023 for processing of RAW RICE @ 0.67 TPH with special conditions mentioned therein. The Rice Sheller was issued notice to issue directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 vide no. 3656-3659 dated 12.07.2023. The PSPCL authorities was disconnected the electric connection of the Rice mill and submit the TDCO no. 409/136 dated 17.08.2023. Thereafter the Rice Sheller has granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Fresh/LDH1/2023/23323822 dated 13.09.2023 valid upto 12.03.2024 & CTOA/Fresh/LDH1/2023/23322996 dated 13.09.2023 valid upto 12.03.2024 with temporary restoration i.e. valid upto 31.03.2024 Now the Rice Sheller has applied for renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with request to restoration of electric connection. The industry has already deposited Rs. 42000/- vide R no. 154292673 dated 09.08.2023 under Water Act, 1974, Rs. 500/- vide R no. 154292673 dated 09.08.2023 as application form fee, Rs. 42000/- vide no. 753705043 dated 07.08.2023 under Air Act, 1974, Rs. 4200/- vide no. 753705043 dated 07.08.2023 as NOC regulation, Rs. 500/- vide no. 753705043 dated 07.08.2023 as application form fee. As per the CA certificate applicable fee is Rs. 8400/- per annum, the industry has deposited for 5 years i.e. upto 30.09.2028. The rice sheller has submitted the latest CA certificate, manufacturing process, DTP Certificate, Partnership Deed and Site Plan location plan. The documents submitted by the industry may kindly be perused. The site of the Sheller was visited by officer of this office on 01.03.2024 and observed that:- 1. The Rice Sheller was not in operation during the visit due to of season. 2. The Sheller has installed 01 shelling section of capacity 1 TPH with cyclone as APCD along with adequate stack height. The Sheller has also installed 01 dryer of capacity 1 TPH with cyclone separator as APCD along with adequate stack height. 3. During the visit, air emission sample were collected by the officer of this office along with lab staff, the sample was sent to Zonal lab for analysis, as per the Zonal lab report vide no. 790-92 dated 12.03.2024 the results are within the prescribed limits. 4. There is no generation of any trade effluent & only domestic effluent @ 0.5 KLD will be discharge onto land for plantation after septic tank. The industry has provided septic tank for treatment of domestic effluent. The rice sheller has adequate area for disposal of treated domestic effluent. 5. The Rice Sheller has already submitted DTP certificate vide DTP letter no. 1301 dated 31.05.2022. As per DTP certificate of the industry falls under Industrial Zone as per Master Plan. 6. The Rice Sheller is complying with the Code of Practice framed by the Board for Rice Sheller. In view of the above it is recommended that:- 1. 'Consent to Operate' under the provisions of Water Act, 1974 may be granted for six months. 2. 'Consent to Operate' under the provisions of Air Act, 1981 may be granted to the Sheller for six months 3. The electric connection of the rice Sheller may be temporarily restored for six months.
