• The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 on 13.07.2022 (valid upto 30.09.2022) and further extended upto 31.03.2024 for operation of bio mass power plant to produce Electricity @ 14.5 MW, subject to the conditions mentioned therein along-with the specific condition that the industry will use the RDF generated from JITF Urban Waste Management (Bathinda) Ltd. as fuel along-with bio-mass and shall also maintain the record of the same……………….
• Messages regarding black smoke emitted by the boiler of the industry was received from the Head Office on 15.02.2024 at 02.10 pm, 16.02.2024 at 04.17 pm and 27.02.2024 at 05.43 pm. The e-noting bearing no. 25065073 was created in the matter with the recommendation to issue SCN before revocation of CTO under the Air Act, 1981 and the same is in process……………………..
• Now, application applied for extension in the validity of CTOs…………………
· SITE OBSERVATIONS
1. The industry was in operation for generation of electricity @ 14.5 MW using bio mass as raw material……………….
2. The industry has installed boiler of capacity of 70 TPH and three stage ESP as APCD with boiler with stack height of 65- meter alongwith provision for sampling arrangements. The representative of the industry has submitted that black smoke is being intermittently emitted from the stack as a result of soot blow and moisture stored in old paddy straw due to rain……………
3. The industry has provided CCTV cameras as per specifications of the Board…………….
4. The industry was in process to erect new boiler of capacity 75 TPH using 100 % of paddy straw, however no permission obtained from the Board/Competent Authority in the matter……………………..
5. The industry has provided enclosure around the ash storage area along with provision to sprinkle water on the ash. The industry is disposing off the ash through covered trolleys………………
6. The industry has provided a pit for storage of waste water generated from the cooling tower down, boiler blow down, rejection of D.M. and de-ashing conveyor belt reject. The same is being used on submerged bet, ash quenching and for plantation area in pockets. Domestic effluent generated from toilet section is treated in septic tank before disposal onto land for plantation………………
7. The industry has planted trees in an area more than 4 acres for disposal of treated waste water onto land for plantation……………….
In view of above, if approved:
A. Consent to operate under the Water Act, 1974 may be extended for a period up to 31.03.2025 for operation of bio mass power plant to produce Electricity @ 14.5 MW subject to the specific condition that the industry will use the RDF generated from JITF Urban Waste Management (Bathinda) Ltd. as fuel along-with bio-mass and shall also maintain the record of the same.
