File Note: It is intimated that the project is a medium scale red category unit. Earlier, the project proponent was granted Consent to Operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2021/16017943 dated 23.07.2021 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2021/16052057 dated 23.07.2021, both having validity upto 31.03.2024 for construction of 72 Residential Plots with certain conditions mentioned therein and special condition that the remaining quantity of treated wastewater shall be discharged for irrigation of agricultural land of area 3.67 acres, for which it has made agreement with Mr. Bunty Khanna, till the time it connects its sewer line with MC sewer. Now, the project proponent has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents and fee. As per record file of the project the previous consent fee is adequate upto 11.06.2024 under both acts. Now, the project proponent has deposited Rs. 1,44,000/- vide UTR. No. N054242898193013 dated 23.02.2024 under Water Act, 1974 and Rs. 1,44,000/- vide UTR. No. N054242898187990 dated 23.02.2024 under Air Act, 1981, against the total cost of the project Rs. 49.37 crores. The fee deposited by the project proponent is adequate upto 11.06.2026 under both acts. The site of the project was visited by officer of this office on 19.03.2024 and it was observed as under: - 1. The construction work of all the independent Residential Plots has been completed and about 70-80 families are residing in the project. 2. The project proponent has installed STP of capacity 150 KLD for treatment of domestic effluent to be generated from the project. As per record about 40-45 KLD of waste water is being treated daily in the STP. 3. The project proponent has submitted effluent analysis results from Pvt. Lab collected on 07.11.2023 and results are as under:- pH= 7.54, TSS (mg/l) = 14.4, TDS (mg/l) = 358, BOD (mg/l) = 26.3, COD (mg/l) = 96.0, O&G (mg/l) = 1.8. As per analysis results all the parameters are within the prescribed limits of the Board. 4. The promoter company is utilizing the treated waste water for irrigation of green area and the rest is being discharged into MC, Sewer. 5. The project proponent has submitted copy of certificate from Municipal Council, Zirakpur vide letter no. 2019 and 2058 dated 15.9.2020 for discharge of sewage treated effluent into MC, Sewer. The MC sewer has now been laid down near the project site and treated effluent is being discharged into MC sewer. 6. The project proponent has provided RWH wells for recharge of ground water aquifer. 7. The project proponent has installed DG set of capacity 500 KVA equipped with canopy and stack of adequate height. In view of the above, it is recommended that the Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2026 with subject to the suitable conditions 1. The project proponent shall utilise the maximum quantity of treated wastewater for irrigation of green area within the premises of the project. 2. The project proponent shall install mechanical composter of adequate capacity in its premises, within 01 months. 3. The project proponent shall operate the STP adequately and efficiently and maintain record of the same on daily basis. 4. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem on the nearby residential area. 5. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be got lifted. 6. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. 7. The project proponent shall take adequate steps to the effect that the construction material of any kind that is stored at site shall be fully covered in all respects so that it does not disperse in the air in any form. 8. Regarding use of rainwater harvesting system, the promoter shall ensure the compliance of following conditions: a. Only roof top rainwater shall be discharged into rainwater harvesting system (4 no.). b. No surface run off or any other rainwater flowing in lawns / garden be allowed to enter into the rain water harvesting system. c. All the pipes provided for the recharging system should be visible and properly coloured. 9. The Consent is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 10. In case the promoter fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter.
