File Note: It is submitted that the industry has applied for obtaining fresh consent/ to establish (NOC) for establishing unit for project purpose of Cold Store of Capacity @ 4050 MT/year with requisite documents. The industry has deposited Rs. 6400/- Vide Receipt No. 76076904 dated 11.03.2024 against the project cost of Rs. 176 lakh, which is adequate for one year. SITE FEASIBILITY REPORT FROM DTP, PATIALA: The proprietor of the unit has obtained in principal approval from Deputy Commissioner, Patiala for establishment of cold store in Lalina, Patiala. The project proponent has also submitted copy of permission under right to Business Act, issued by DTP, Patiala on 18.01.2023 in which it is mentioned that the activity of cold store is permissible in the agricultural land bearing khasra n. 745/2/1, 747/1/2 having total area 3 bigha 92/3, in case there are no 15 pakka houses within 100 mtr. of the propose site. Tehsildar Report: The project proponent has submitted Tehsildar Report dated 18.12.2023 regarding siting guidelines and as per report, there is no MC limit, no Lal lakir or Phirni of village, no residential area and 15 pucca houses falling within 100 mtr of proposed site. VISIT REPORT : The industry was visited by the officer of this office on 19.03.2024 to verify the contents of the application submitted by the industry. During visit, it was observed as under: - 1. The industry has started any construction work at the site. The industry is green category unit and the competent to decide the case lies with the Environmental Engineer, RO, Patiala. In view of the above, it is recommended that fresh consent to establish (NOC) may be granted to the industry for establishing unit for project purpose of Cold Store of Capacity @ 4050 MT/year under green category for one year with suitable conditions as per the policy of the Board and following special conditions: - 1. The industry shall not commission its unit without obtaining consent to operate of the Board as required under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. 2. The industry shall not generate or discharge any kind of trade effluent and only domestic effluent generated shall be discharged onto land for plantation/irrigation/green area, after treatment through septic tank. 3. The industry shall obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA), if the industry installs submersible pump/tubewell for abstraction of ground water. 4. The industry shall not install any source of air pollution (boiler/furnace) and shall not consume any fuel for burning purpose without the prior written permission of the Board. 5. The industry shall submit building plan approved by competent authority under Director of Factories, Punjab. Competency : EE, RO, Patiala.
