File Note: It is intimated that the industry is a small scale orange category unit. The industry has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of processed honey @ 1000 MT/Year by using raw honey @ 1100 MT/Year with requisite documents and fee. The industry has deposited Rs. 54,000/- vide UTR no. SBIN524022213471 dated 22.01.2024 under the Water Act, 1974 and Rs. 65,300/- vide UTR no. SBIN524022213440 dated 22.01.2024 (Rs. 54,000/- under the Air Act, 1981, Rs. 10,800/- as NOC regularization fee) against the total cost of fixed assets is Rs. 2.98 crore as on 29.12.2023. The consent fee deposited by the industry is adequate upto 30.09.2028 under both acts. The industry has submitted the copy of CLU issued by DTP vide Memo No. 668 dated 02.03.2012 regarding Change of Land Use for the CCI Industrial Estate & Clusters Cooperative Industrial Society Ltd., manufacturing industry Vill. Behra, Tehsil Derabassi, Distt. SAS Nagar for land measuring 103 Bighas-15 Biswas-6 Biswasi (21.6177 Acres). Further, M/s CCI industrial estate & clusters co-operative industrial society limited had obtained CTE/NOC from the Board as per which Red/Orange/Green are allowed in the industrial park with condition that the industry will operate on ZLD Technology. The industry has submitted approved site plan prepared by Er. Ashok Tayal Competent Person from Director of Factories, Punjab. The industry was visited by AEE of this office on 19.03.2024 and it was observed as under: 1) The industry was not in operation during the visit. 2) The manufacturing process of the industry is as under: - Raw Honey—Heated to 42 Degree C By de-crystallizer—Filteration (40 Micron)—Held at 65 degree c(15-20 Min) In spiral water jacket heater—Moisture removal (Vacuum)—Cooled—Allowed to settle—Bulk/Bottle. 3) The trade effluent to be generated will be evaporated through the electric evaporator. The electric evaporator is consisting of heaters which will helps in the forced evaporation of the effluent. 4) The domestic effluent is discharged onto land for plantation after passing through septic tank. 5) The industry has installed one wood fired baby boiler with stack of adequate height. 6) The industry has not installed any D.G set. In the view of above, it is recommended that the 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2028, subject to suitable conditions and additional conditions that: 1. The industry shall maintain proper daily record of abstraction of groundwater and generation & treatment of trade effluent, at all times. 2. The industry shall comply with the guidelines issued by PWRDA and shall obtain permission from PWRDA for abstraction of ground water. 3. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 4. The industry shall comply with the provisions of Solid Waste Management Rules, 2016. 5. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 6. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 7. The industry shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, within one month. 8. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 9. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry. 10. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.
