File Note: The rice sheller was granted ‘Consent to Establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH3/2023/22644511 dated 10.07.2023, for establishment of rice sheller unit in an area of 22 Kanals 04 Marlas 4.5 Sarsahi {17 kanals 15 marlas land bearing Khasra no. 49//16/3 (4-09), 25 (8-0) and 09 Marlas 4.5 Sarsahi from khasra no. 49// 6/1 (0-7), 15/2 (0-8), 16/1 (0-4)},Tehsil Jagraon, District Ludhiana for manufacturing of Sorted raw rice with dryer @ 06 TPH by using paddy @ 09 TPH as raw material, subject to suitable conditions mentioned therein. Now, the rice sheller has applied for obtaining fresh ‘Consents to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for operation of rice sheller with dryer for manufacturing of Sorted raw rice with dryer @ 06 TPH. The industry has deposited Rs. 54000/- vide online receipt No. 377393671 dated 12.03.2024 under Water Act, 1974 Rs. 54000/- vide online receipt No. 161512050 dated 12.03.2024 under Air Act, 1981, which is adequate up to 30.09.2028 (considering the date of commissioning as 01.11.2023) for value of fixed assets of Rs. 203.89 Lacs (Orange Category). The industry was visited by undersigned on 19.03.2024 and it was observed that: 1. The industry was in operation for production of raw rice with dryer & sorted rice. 2. The industry has installed 1 no. shelling section with dryer and sortex. 3. The industry has been established in same in an area of 22 Kanals 04 Marlas 4.5 Sarsahi {17 kanals 15 marlas land bearing Khasra no. 49//16/3 (4-09), 25 (8-0) and 09 Marlas 4.5 Sarsahi from khasra no. 49// 6/1 (0-7), 15/2 (0-8), 16/1 (0-4)}, for which it has obtained NOC. 4. The industry has installed cyclone separators as APCDs with shelling sections & dryer sections separately. 5. The industry has provided sampling arrangements along with adequate stack heights with both cyclone separators. 6. The industry has provided brick on edge road for the movement of the vehicles within its premises. 7. The industry has provided 15 feet high brick wall in front of the discharge pipe of rice husk. 8. The industry has installed septic tank for the treatment of domestic effluent generated from the labour toilets. 9. The domestic effluent is being discharged onto land for plantation after septic tank. 10. The industry has submitted In Principal Approval from the District Nodal Agency, District Industries Centre, Ludhiana issued vide memo no. 3447 dated 28.06.2023 for building plans, which is valid upto 26.12.2026. The industry is also complying with code of practice prescribed vide notification dated 15.10.2013. Keeping in view of the above, it is recommended that: A. Fresh ‘Consent to Operate’ under the Air Act, 1981 may be granted for operation of Rice sheller unit with dryer section to manufacture raw rice with Dryer @ 06 TPH for period upto 30.09.2028 subject to suitable conditions along with following special conditions: 1. This Consent is granted to the industry subject to the submission of analysis report of emission samples to be collected and analyzed by Board’s lab viz-a-viz achievement of the emission standards prescribed by Board/Punjab Government. 2. The industry will comply with the code of practice prescribed for such type of units by Department of Science, Technology & Environment, Government of Punjab vide Order no. 10/48/2004-STE(4)/932 dated 15.10.2013. 3. The industry will upgrade/replace its existing APCDs, in case MoEF/CPCB/State Government/PPCB notify/revise emission standards for rice shellers/Saila plants. 4. The industry shall get its building plans approved from Competent Authority before the expiry of In Principal Approval i.e. 26.12.2026. 5. The industry will strictly comply with the all conditions of Local Planning area Sidhwan Bet. 6. The industry will shift from its present site if it falls under non confirming zone due to notification of any Master Plan or any other change in planning.
