It is intimated that the industry is a red category large scale unit and falls in 17 category list prescribed by the CPCB. The industry is engaged in the process of manufacturing of Sugar at site.
The industry was granted Consent to operate under Water (Prevention Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 valid upto31.03.2024 for manufacturing of sugar @ 300 MTD by processing sugar cane @ 3000 MTD.
Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of sugar @ 300 MT/day by using Sugar Cane @ 3000 Metric Tonnes/Day and detail of the same is as under:-
1. The industry has deposited Rs. 7,20,500/- vide UTR UTIBR52024031400481924 dated 14.03.2024 under Air Act, 1981 and Rs. 7,20,500/- vide UTR No. UTIBR52024031400359633 dated 14.03.2024 under Water Act, 1974 against the fixed assets of Rs. 13514.00 lacs, which are adequate upto 31.03.2029.
2. The industry has submitted compliance report of the previous granted consent under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
A complaint was received in this office from the locality against the subject cited industry in which it was mentioned that the industry was emitting black carbon particles and fly ash from the chimney of the boiler, which is causing health hazardous to the nearby residents.
To verify the facts of the complaint, the industry was visited by the officers of the Regional Office, Jalandhar-1 alongwith lab staff on 07.02.2024 and it was found that :-
1. The industry was in operation.
2. The industry has installed one steam generation boiler of capacity 80 TPH with 2 stage ESP as APCD. The industry was using bagasse as fuel in its boiler furnace. During off season, it will use paddy straw as fuel and will generate electricity from captive Co-generation plant of capacity 15 MW and last year it was procured paddy straw @ 22,500 ton.
3. During visit, air emission sample was collected from boiler stack after APCD and as per analysis report results the concentration of SPM is found 93 mg/Nm3, which is found within the prescribed limits of the Board.
4. The industry has made arrangement for the disposal of burnt ash in their own land for land fill purpose approx. 2-3 acres.
5. The effluent sample of the industry also collected on 18.12.2023 from the final outlet of ETP leading to plantation area and the results are as under:-

As above, all the parameters are found within the prescribed limits of the Board.
6. The industry has provided 23 acres land for plantation / irrigation out of which it has now given its land @ 7 acres to M/s ISD BIOFUELS LLP (new unit) on lease basis. The total generation of trade effluent and domestic effluent of the industry is about 630 KLD, which is adequate.
7. The industry has installed OCEMS system with the final outlet of ETP and same was not connected with the Board website. The industry was requested by this office letter No. 4418 dated 07.11.2023 and 4323 dated 13.12.2023 and letter No. 4403 dated 19.12.2023 with the request to repair the OCEMS attached with final out of ETP. The industry has now informed to this office vide their letter No. 3222 dated 22.12.2023 that this year change vender for OCEMS and new service provider is in process to transfer online data to the server of PPCB/ CPCB and online data to the server to the PPCB/CPCB will be started very soon and recommendations in this regard was sent through e-noting No. 24962612 dated 21.02.2024.
The industry has provided 03 No. molasses storage tank of capacity 4000 Ton each and 01 No. molasses storage tank of capacity 3600 Ton at site. The representative of the industry informed that the molasses generation is at the rate of 4.5% of crushing capacity i.e about 135 KLD. Therefore, the industry requires molasses storage capacity of about 20000 ton and thus is required to provide additional molasses storage tank facility of capacity 5000 ton and to provide proper cooling and alarms system with molasses tanks
The industry is having 2 no. fresh water sources. The industry has provided EMF meter at final outlet of ETP. The industry has provided energy meter with ETP.
The industry has installed one CCTV camera for displaying the stack of the boilers and one CCTV camera showing final outlet of ETP at site.
This industry falls in a large scale red category and the Competency to decide such type of cases lies with Hon’ble Chairman of the Board.
Recommendation:- Keeping in view of above, it is recommended that renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act 1981 applied by the industry may be refused with following grounds:-
1. The industry has not provided adequate molasses storage tanks.
2. The industry has not connected its OCEMS installed with final outlet of ETP with the server of CPCB so far.
