The project proponent has applied for obtaining ‘Consent to Establish'/ NOC under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 under small scale green category for establishment of a oil mill in the revenue estate of Village Ghungrana, District Ludhiana. The project proponent has submitted project report along with other requisite documents. The PP has submitted letter issued by DTP, Ludhiana vide no. 3030 DTP(L) M2C dated 22.12.2023, as per which, the site falls in revenue estate of Village Ghungrana and in Local Planning Area, Ahemdgarh. The Master Plan of the same is yet to be notified and food processing units are allowed in this zone as per DTP Certificate subject to the conditions mentioned therein. The PP has deposited Rs. 8400/- vide R.no. 679897067 dated 23.02.2023 as NOC regularization fee against the project cost of Rs. 136.00 Lacs. The PP has also submitted letter from revenue authorities as per which the industry is complying the general siting criteria.
The proposed site of the industry was visited by undersigned on 15.03.2024 and it was observed as under:
1. The site is located on Dehlon-Pakhowal Road to Ghungrana link Road and surrounded by agriculture fields.
2. Some civil work is undergoing at the site.
3. The PP has proposed to provide septic tank followed by plantation for disposal of septic tank.
As per report of the DTP, Ludhiana, the site is suitable for establishment of oil mill.
Keeping in view of the above, it is recommended that ‘Consent to Establish' /NOC under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the PP for establishment of oil mill subject to suitable conditions along with special condition that:
1. The PP shall comply with all the condition imposed by the District Town Planner, Ludhiana vide memo no. 3030 DTP(L) M2C dated 22.12.2023.
2. The PP shall develop adequate plantation area.
3. The PP shall obtain CTO under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 before commissioning the process.
