RO has reported that earlier, the industry has obtained consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2019/9540435 dated 16/04/2019, which is valid up to 31/03/2024 and consent to operate under for production of Woollen and woollen Blended Fabric @25000Sq.m/day. Now, the industry has applied for renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for production of Woollen and woollen Blended Fabric @25000Sq.m/day. Detail of the case are as under: - 1. The industry has submitted CA certificate dated 26.02.2024, which its gross value of fixed assets of Rs. 206.15 crore as on 31.03.2023. Accordingly, it has deposited Rs. 1410500/- (including Rs. 500/- as application form fee) vide UTR/Ref.No. HDFCR52024030786119746 dated 07/03/2024 as consent to operate fee under Air Act, 1981, which it is adequate upto 31.03.2029 under Air Act, 1981. 2. The industry has submitted compliance report of previous consent granted under Air (Prevention & Control of Pollution) Act, 1981. Further air emission samples was collected by this office on 02/02/2024. As per analysis report, issued by Zonal Office Lab, Jalandhar vide no. 453-55 dated 02.02.2024, the result of particulate matter 122 mg/nm3 against 150 mg/nm3 is found prescribed limits of the Board. The industry was visited by officers of this office on 02/02/2024 and observed as under: - 1. The industry is engaged in the process of manufacturing of fabric, dyeing of woolen, woolen blendes & finishing etc. 2. The industry has installed 02 no. boilers of capacity 14 TPH, which is equipped with multicyclone followed by bag filters as an APCD. The second boiler is of the capacity 8 TPH and equipped with trima-cyclone as an APCD and the same is in operation at the time of visit. 3. The coal was being used a fuel in the furnace of the Boiler. 4. A common stack of 55 mts provided to both the boilers with adequate sampling arrangements. During visit air emission samples were collected from the stack. 5. The industry has also installed thermopacs (03 nos.) out of which 02 nos. thermopacs having capacity of 10,00,000 Kcal are furnace oil fired and the 3rd one having capacity of 15,00,000 Kcal is coal fueled and equipped with bag filter house as an APCD. 6. A common stack of 30 mts provided with these three thermopacs with adequate sampling arrangements 7. The industry has installed 03 nos. D.G. sets having capacity of 1250 KVA each, placed in an acoustic room with separate stacks of height 30 ft each. It is further intimated that the industry is complying with the conditions of consents granted earlier under Air Act, 1981. The industry falls in red category in the large-scale sector and competency to decide the case lies with Hon'ble Chairman of the Board.
RO has recommended that renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 31/03/2029 with suitable terms & conditions.
Keeping in view of above, may if approved, renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 31/03/2029 with suitable terms & conditions along with special conditions as under:-
(i) Project proponent (PP) may also develop the vermicomposting/composting to manage the biodegradable solid waste. PP shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies.
(ii) PP shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic (See attached banner/circular).
(iii) PP shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
(iv) The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
(v) PP shall carry out awareness and activities for the themes / action points identified under Mission LiFE (Lifestyle for the Environment) by Ministry of Environment, Forests and Climate Change given at the website (http://missionlife-moefcc.nic.in).
