File Note: It is submitted that the consent to operate was granted to the HCF vide no. CTOW/Fresh/MOG/2018/7779100 & CTOA/Fresh/MOG/2018/7779050 dated 26.06.2018 under the Water Act, 1974 & the Air Act, 1981 for 40 number beds with validity upto 31.03.2021, respectively along with conditions mentioned therein. The HCF was also granted authorization under the Bio Medical Waste (Management & Handling) Rules, 2016 was granted to the HCF vide no. BMW/Renewal/MOG/2023/21844887 dated 15.05.2023 for 40 bed capacity, valid for a period up to 30.09.2023, subject to the suitable conditions mentioned therein. Now, the HCF applied for obtaining renewal of consent to operate under the Water Act, 1974 & the Air Act, 1981. Details of case as under: 1. The HCF has submitted copy of agreement with common facility of M/s Meridian Milieu Care Pvt. Ltd., Village Bir Pind, Tehsil Nakodar, District Jalandhar, authorized by the Board with validity upto 19.07.2026. 2. The HCF has submitted annual return for the year 2023. 3. The HCF has deposited Rs. 14000/- (Rs. 4000/- vide UTR/Ref. No. 774209815 dt. 11.10.2023 & Rs. 10000/- vide UTR/Ref. No. 933397075 dt. 19.03.2024) under the Water Act, 1974 and Rs. 14000/- (Rs. 4000/- vide UTR/Ref. No. 865499285 dated 11.10.2023 & Rs. 10000/- vide UTR/Ref. No. 734216329 dated 19.03.2024) under the Air Act, 1981, which is adequate upto 31.03.2028 under the Water Act, 1974. 4. The HCF has submitted copy of undertaking of bed capacity regarding it has installed 40 number beds. 5. The HCF has submitted feasibility report from M/s Global Enviro Care regarding installation of ETP of capacity 15 KLD. The HCF was visited by JEE of this office on 15.03.2024 and it was observed as under: 1. The HCF is a 40 no. bedded hospital. 2. The bio-medical waste generating points of HCF were visited and found that segregation of bio medical waste proper as per Bio Medical Waste Management Rules, 2016. 3. The HCF has provided card board boxes with blue tape for the disposal of glass waste. 4. The HCF has provided needle destroyers in the emergency wards. 5. The HCF is pre-treating its liquid waste by diluting with Sodium hypochlorite solution. 6. The HCF has maintained the record for lifting the bio medical waste to the CBWTF. The HCF is also fixing bar code stickers on the bags. 7. The HCF has provided final waste collection room along with a bio hazard symbol. 8. The HCF has also maintained the record of training imparted to the personnel's collecting and handling bio medical waste. 9. The HCF has installed an ETP cum STP of capacity 15 KLD for the treatment of combined effluent (pre-treated liquid bio waste mixed with domestic effluent) generated from its premises. Same was not in operation as per requirement. ETP cum STP consists of Bar screen-> Oil & Grease trap->Collection tank->chemical dosing tank->settling tank->Bio Reactor->tube settler->Sand Filter- >Carbon filter->Sludge Drying beds->MC sewer. The HCF has made provision to discharge the treated trade effluent into MC sewer. As above, the HCF has complied with the provisions of the Water Act, 1974 & the Air Act, 1981 and the Bio Medical Waste Management Rules, 2016 and no action is pending against it. Keeping in view of above, it is recommended as under: 1. Authorization under the Bio Medical Waste Management Rules, 2016 may be granted to the hospital upto adequacy of fee i.e. 31.03.2028 along with specific conditions as under: • The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same • The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same. • The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. • The authorization for management and handling of Bio-Medical Waste shall not be construed as a permission to operate the Health Care Facility in a non-designated area and the HCF shall be responsible for obtaining permission / clearances as required under the law from different departments. • The occupier of the Health care establishment shall take all precautionary steps to avoid leakage/spillage of Bio-Medical Waste from the storage area, the storage area shall be properly fenced/protected with caution sign boards. 2. Consent to operate under the Water Act, 1974 & the Air Act, 1981 may be renewed upto adequacy of fee i.e. 31.03.2028 subject to the same conditions and following additional conditions as under:  The HCF shall ensure to comply with the effluent standards as notified under Bio Medical Waste Management Rules, 2016 amended upto date and subsequent amendments if any. • The HCF will apply for fresh consent to operate / authorization if it increases its bed capacity. • There is no claim of continuation of HCF in present premises on the basis of this consent. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. Competency: Environmental Engineer.
