It is intimated that the industry is a medium scale orange category unit & engaged in the manufacturing of measuring tape & auto & engineering parts. The industry was earlier granted Consent to operate under Water (Prevention & control of Pollution) Act, 1974 & Air (Prevention & control of Pollution) Act, 1981 vide no. CTOW/Varied/LDH1/2019/9802591 dated 29.06.2019 valid upto 31.03.2024 and CTOA/Varied/LDH1/2019/9800272 dated 29.06.2019 valid upto 31.03.2024 for manufacturing of Measuring Tape @ 30000 Numbers/Day Auto & Engineering Parts @ 10 Metric Tonnes/Day.
Now, the industry has applied for varied 'Consent to Operate' under Water (Prevention & control of Pollution) Act, 1974 & Air (Prevention & control of Pollution) Act, 1981 for manufacturing of Measuring Tape @ 30000 Nos./day & Auto & Engineering parts @ 22 MT/day.
The industry has deposited of Rs. 3,60,000/- vide R no. 699104007 dated 19.03.2024 under Air Act, 1981, Rs. 3,60,000/- vide R no. 842983164 dated 19.03.2024 under Air Act, 1981, as per CA certificate the applicable fee is Rs 72000/annum, after deducting the NOC regularization fee is Rs. 28800/- The fee submitted by the industry for 4.8 year i.e. adequate upto 31.05.2029.
The industry was visited by the AEE of this office on 20.03.2024 and it was observed that:-
1. The industry was in operation during visit and manufacturing auto parts & measuring tape.
2. The representative of the industry informed that there is no increase in quantum of air pollution and generation of domestic effluent. The increase in assets is only due to replacement of some machinery with higher capacity machinery.
3. The industry has installed 02 nos. Forging press with electric billet heater. The industry has also installed general machinery like CNC, Lathe, Drill etc.
4. The industry has installed 02 electric heat treatment furnaces with adequate stack height. The industry has installed 01 shot blast machine with inbuilt bag house filter as APCD along with adequate stack height.
5. The industry has installed 02 nos. D.G sets with canopy & adequate stack height.
6. There is no generation of trade effluent. The industry has installed STP for treatment of its domestic effluent. The treated effluent is discharged onto land for planation.
7. The industry has already submitted approved building plan from Architect approved by Director of Factories, Punjab.
8. The industry is complying with the conditions of consents granted under Water Act, 1974 & Air Act, 1981.
Keeping in view of above, it is recommended that the consent to operate Water Act, 1974 & Air Act, 1981 may be granted to the industry upto 31.05.2029 with suitable conditions as per policy of the Board. (Competency Chief Environment Engineer).
