It is submitted that the subject cited industry is a small scale Red category unit and was granted ‘consent to establish'/ (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH1/2024/24668307 dated 02.02.2024 valid upto 01.02.2025 for manufacturing of Job Work of Cycle parts i.e. Frame, Fork, Chain cover, Mudguard @ 235 No.s/day.
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 21.70 Lacs on 29/02/2024 CA Certificate dated 15/03/2024, which is adequate upto 30/06/2028 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018.
The industry was visited by the undersigned on 18.03.2024 and it was observed as under:
1. The industry was in operation.
2. The industry is engaged in manufacturing of Job Work of Cycle parts i.e. Frame, Fork, Chain cover, Mudguard @ 233 No.s/day by using raw material as Liquid Paints @ 60 Liter/day, Thinner @ 10 Liter/day, Degreasing, phosphate, dereusting and passivation @ 20 Kgs/day, Corrugation, Bubble and Foam @ 25 Kgs/day and LPG @ 35 Kgs/day.
3. It has installed 1 no. Spray Paint booth with water curtain as APCD and 1 no. LPG fired Baking over with adequate stack height.
4. The industry has lastly lifted its trade effluent to CETP @ 1500 ltr. on 01.03.2024 vide voucher no. 503890.
5. The industry has provided water meter at fresh water line to note down consumption of fresh water in process & its reading noted during visit was 7.1 KL.
6. The industry has made agreement with M/s JBR Technologies Ltd. for disposal of its trade effluent @ 3000 ltr/month.
7. The industry has installed water meter on pipeline leading to process area and is maintaining record of fresh water consumption and effluent lifted to CETP.

Water consumed: 7.1 KL 6 KL 3000 ltr. 900 ltr 1500 ltr. on 01.03.2024 30 days 3000 ltr.
As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd.
8. Domestic effluent generated by the industry is discharged into sewer.
In the subject cited case, the industry has mentioned ground water extraction @ 1.0 KLD. Considering 25 working days per month, ground water extraction will be 25 KL/month, which is less than 300 KL/month.
It is therefore recommended that 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2028 with suitable conditions as per policy of the Board.
