File Note: The project proponent has applied for obtaining consent to establish/NOC for the establishment of commercial colony in an area of 7.86 acres (31808.39 sq. meter) having 139 SCO’s through online on OCMMS, with requisite documents. The project proponent has deposited NOC fee of Rs. 18000/- through online vide R. No. N065242916373468 dated 5.3.2024 against the proposed project cost of Rs. 8.11 Cr, which is adequate for one year. It is also submitted that the Project has already obtained EC in the matter compliance of which is enclosed. The PP has obtained CLU from Local govt. vide Memo No. PB/CLU/BTI/BATHI/2879 Date 02-05-2023 and approved layout plan. Construction status report in the matter has been sent to SEIAA vide Zonal office letter no. 3560 dated 28.11.2023 (copy attached). The PP has obtained permission from MC Bathinda vide no. 542 dated 26.10.2023 for release of sewer connection to the colony for discharge of 72.55 KLD treated effluent into MC sewerline. The Project proponent has calculated maximum effluent generation as 94 KLD and has proposed to install 125 KLD ETP based on SBR technology. The PP has proposed that effluent disposal will be onto land for plantation (green area-200 sqm), flushing (72 KLD) and sewerline (22 KLD). The PP has also proposed that the bio-composter will be installed for disposal of bio-degradable waste @ 325 kgs out of 1302 kg MSW. The proposal submitted by the PP is adequate in principle.  The site of the PP was visited by AEE of this office on 20.3.2024 and it was observed as under: - 1. The site falls in Residential land use zone of notified master plan, Bathinda however has obtained CLU. 2. No construction activity has been started at site and only boundary wall construction was going on. 3. The project proponent has proposed to generate maximum 94 KLD of domestic effluent from the whole project and has proposed to dispose-off its treated water for reuse in Flushing by dual Plumbing, gardening & sewerline which is adequate. 4. There is no rice sheller/BKO/HMP in 100-meter radius, MAH within 250-meter radius and air polluting industry within 100-meter radius of the proposed industry. 5. The project proponent has not proposed any DG set. The PP has submitted the layout plan demarcating the green area @ 85.3 sqm further the PP has proposed that 72 KLD will be used for flushing and 22 KLD into sewerline The site of the colony is suitable for the establishment and proposal submitted by the project proponent is adequate as per the Water Act, 1974 & Air Act, 1981. Keeping in view of above it is recommended that Consent to establish/NOC may be granted to the project proponent for the establishment of colony in an area 7.86 acres (31808.39 sq. meter) having 139 SCO’s, with suitable conditions along with special conditions that: 1. This NOC is valid for establishment of Colony in an area of at Bathinda. 2. The PP will not allow any polluting unit/ industry to be set up in the premises and only godowns/ commercial shops will be established. 3. The PP will be solely responsible for the treatment of the domestic effluent generated from the project and in case any industrial/ polluting unit is allowed in the project the PP shall be held completely liable for the non- compliance. 4. The PP will not alter / change / expand its approved layout plan without prior permission from the Board. 5. The PP shall utilize the treated effluent from the nearby STP for construction purposes and shall restrict usage of fresh water. The project proponent shall submit an agreement in this regard within 10 days. 6. The PP shall provide dual plumbing line for utilization of treated effluent for flushing purposes. 7. The PP will develop the land area taken on lease for disposal of treated effluent as per karnal technology simultaneously with the development of the project. 8. The promoter company shall ensure the compliance of conditions that only roof top rainwater shall be discharged into rainwater harvesting system, no surface run off or any other rainwater flowing in lawns garden be allowed to enter into the rain water harvesting system, and All the pipes provided for the recharging system should be visible and properly colored. 9. The PP will manage its solid waste generated in-house as per the guidelines laid in the Solid Waste Rules, 2016. 10. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem in its vicinity. 11. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 12. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. Competency: SEE
