Earlier the industry was granted 'Consent to Operate' under Water Act, 1974 vide no. CTOW/Varied/LDH1/2022/19211209 dated 16.07.2022 valid upto 31.12.2028 & under Air Act, 1981 vide no. CTOA/Varied/LDH1/2022/19211097 dated 16.07.2022 valid upto 31.12.2028 for PACKAGING AND DISPOSABLE CONTAINERS @ 150 Kgs/day by using Compostable Resin/Blend/Compound @ 150 kgs/day.
Now the industry has applied for varied 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 for packaging and disposable containers curd and ice creams cups @ 1300 Kgs/day by using Virgin Compostable Resin/Blend/Compound & Polypropylene (PP) and (HIPS) @ 1300 kgs/day.
The industry has filled an online application form, uploaded latest CA certificate, manufacturing process, compliance of earlier granted consents. In addition to already deposited fee which is valid upto 30.06.2029, now deposit Rs. 12000/- vide R no. 233640941 dated 20.03.2024 under water Act, 1974, Rs. 12000/- vide R no. 354144455 dated 20.03.2024 under Air Act, 1981 and Rs. 8400/- vide no. 354144455 dated 20.03.2024 as NOC regularization fee. Adequate upto 30-06-2030.
The industry was visited by officer of this office on 20.03.2024 & it was observed as under:-
1. The industry is engaged in manufacturing of packaging and disposable containers curd and ice creams cups.
2. The industry has now installed one new extruder and 4 new thermoforming machines, now making total machinery count to 2 nos. extruders and 6 nos. thermoforming machines.
3. There is no source of air pollution such as boiler, furnaces etc.
4. The industry has not installed any DG set.
5. There is no source of trade effluent & domestic effluent of the industry is being discharged onto land for plantation after septic tank.
6. The industry has already submitted CLU certificate vide no. 452 dated 25-01-2017 as per which the site of the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-2031).
7. The industry has already submitted building plan prepared by approved Architect of Director of Factories, Punjab.
8. The competency to grant the consents lies with Environmental Engineer, Regional Office, and Ludhiana.
In view of above it is recommended that renewal of 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 may be granted to the industry up to 31.12.2029 with suitable conditions as per the policy of the Board.
