File Note: It is intimated that it is 05 bedded hospital. The HCF has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981. The HCF has filled online application form, uploaded, MC bill, Site map location plan, declaration of liquid waste treatment, agreement of medicare. The HCF has deposited consent fee Which is Mentioned below:- Rs. 5000/- vide online R no. N072242930485416 dated 12.03.2024 under Water Act, 1974, Rs. 5000/- vide online R no. N072242930475153 dated 12.03.2024 under Air Act, 1981. As per 05 bedded hospital the fee applicable of Rs. 1000/annum. The adequacy of fee deposited by the HCF is upto 31.12.2029 The Board vide Office Order no. 601 dated 16-12-2021 has directed that HCFs upto 50 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of town, where terminal sewage treatment plants have been installed, shall be granted consents/authorization by PPCB without installation of individual ETPs as an interim arrangement/measure, subject to the condition that HCF shall ensure to comply with the effluent standards as notified under BWM Rules 2016 amended upto date and subsequent amendments, if any The hospital was visited by the officer of this office on 21.03.2024 and observed as under:- 1. The HCF was open during visit and is a 05 bedded hospital. 2. The HCF is adopting the proper color-coding as per Bio-medical Waste Management Rules, 2016 & segregating its Bio-medical Waste as per Bio-medical waste Management Rules, 2016. The liquid waste is treated with 1% sodium hypochlorite solution. 3. The industry has installed one no. DG of capacity 30 KVA with canopy and adequate stack height. In view of above, it is recommended that 'Consent to Operate' under Air Act, 1981 & Water Act, 1974 may be granted to the HCF up to period as deemed fit with suitable conditions as per policy of the Board and additional conditions as under:- 1. The HCF shall comply with the Bio-Medical Waste (Management & Handling) Rules, 2016, in true letter & spirit and various orders issued by the Board from time to time. 2. The HCE shall segregate Bio Medical Waste as per Bio-Medical Waste (Management & Handling) Rules, 2016 in true letter and spirit all the times. 3. The HCF shall use syringes with fixed needles and shall provide Puncture proof containers for the collection of the sharp waste. 4. The HCF shall treat its liquid waste generated with 1-2 % Sodium Hypo-chloride solution, before discharging it. 5. The HCE shall send BMW on regular basis to common bio medical treatment facility and shall also maintain the record of the same all the times. 6. The HCE shall provide needle shredder/ cutter for cutting purpose within its premises. 7. If the HCE generate waste hypo- fixer solution and X-ray films, then HCE will make an agreement with M/s Malana Silver Nitrate Recycling unit, Village Rampur Gujran, Tehsil Moonak, Distt. Sangrur for lifting and disposal of same. 8. The HCF will renew its agreement for lifting of Bio-medical waste with CBMWTF as and when required and will submit the same in Punjab Pollution Control Board, Regional Office, Ludhiana.
