It is intimated that the industry is large scale orange category unit was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/FGS/2023/23907099 dated 07/11/2023 and CTOA/Renewal/FGS/2023/23906985 dated 07/11/2023 both are valid upto 30/09/2024 for manufacturing of Rolling Mill, Round, Square, Bars, Flats, Angle and other rolled products or Steel Ingots @ 84 MTD.
The industry was granted consent to establish under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/FGS/2023/22229188 dated 03/08/2023 valid upto 30/06/2024 for expansion of the existing steel manufacturing unit by replacing existing induction furnace of capacity 7 TPH with 2 no. induction furnaces of capacity 10 TPH & 15 TPH and up-gradation of CCM & rolling mill to produce Steel Billets/Ingots Round, Square, Bars and Flats @ 266 MTD.
The industry was granted Environmental Clearance (EC) under the provision of EIA Notification 2006 vide no. SEIAA/PB/IND/2022/EC/12 dated 30/06/2022 for proposed by replacing existing induction furnace of capacity 7 TPH with 2 no. induction furnaces of capacity 10 TPH & 15 TPH and up-gradation of CCM & rolling mill to produce Steel Billets/Ingots Round, Square, Bars and Flats @ 93100 MTA.
Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for expansion of the existing steel manufacturing unit by addition of 15 TPH with requisite documents through OCMMS. The industry was earlier deposited Rs. 144000/- vide no. 730389934 dated 12/09/2022 as water consent fee and Rs. 144000/- vide no. 98577663 dated 12/09/2023 as air consent fee and now, the industry has deposited Rs. 181200/- vide no. 508076152 dated 09/03/2024 and Rs. 181200/- vide no. 945374747 dated 09/03/2023 against the un-depreciated fixed assets of Rs. 4510.15 Lacs as on 31/01/2024 as per CA certificate dated 06/03/2024, which is adequate upto 31/03/2029 under the both acts as per Board's Office Order dated 29/10/2018.
To verify the contents, the industry was visited by the AEE of this office on 20/03/2024 During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The industry is engaged in the manufacturing of Steel Billets/Ingots Round, Square, Bars and Flats by using MS Scrap, CI, Sponge Iron, Ferro Alloys as raw material.
3. The industry has installed 02 no. of induction furnace with CCM and rolling mill.
4. The industry has installed 07 TPH and 15 TPH induction furnace and installed spark arrestor followed by bag filter house as APCD individually but during the visit induction furnace of 07 TPH was in operation.
5. The industry has installed energy meter on its APCD and its reading was 39850.
6. The industry has installed new furnace of capacity 15 TPH yet to be in operation.
7. The industry has submitted the completion certificate of new induction furnace of capacity 15 TPH vide no. PSCST/TFD/513 dated 04/12/2023 from the PSCST, Chandigarh.
8. The industry has installed online monitoring system at outlet APCD for monitoring SPM yet to be connect to the web server.
9. The industry has installed 4 no. of continuous ambient air quality monitoring system.
10. The industry has maintained its plantation area in compliance of EC in the industrial premises and outside the premises (Industry’s Property). The industry has purchased 250 no. of trees from M/s Rahul Nursery vide bill no. 92 dated 21/03/2024 which was being planted, copy of bill Attached.
11. The industry has installed two water meter on its submersible pumps and its reading was (1) 4238 KL (2) 15180 KL.
12. Domestic effluent being generated by the industry is discharged onto land for plantation after passing through septic tank.
13. The industry has rejuvenation rainwater harvesting as per the design based on the technology developed by CSIR-NEERI in the village pond of Ambey Majra.
14. The industry is installing STP of 10 KLD. The civil construction of STP has been completed.
15. No water will be used in the process, therefore, there will be no generation of trade effluent.
Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:
"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.
In the subject cited case, the industry has mentioned ground water extraction @ 80 KLD. Considering 30 working days per month, ground water extraction will be 2400 KL/month, which is more than 300 KL/month. The industry has obtained permission for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA) vide no. PWRDA/07/2021/L2/150 dated 14/07/2021.
The industry falls in industrial zone as per Master Plan of Mandi Gobindgarh.
In view of above, if approved it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing Steel Billets/ Ingots Round, Square, Bars and flats @ 339 MTD after addition of 15 TPH and up-gradation of CCM & rolling mill may be granted upto 31/03/2029 with suitable conditions and special conditions as under:
1. The industry shall get the stack emission monitoring from Board’s lab within one month.
2. The industry shall not generate and discharge any kind of trade effluent from its process under any circumstance without obtaining prior permission from the Board.
3. The industry shall maintain its green belt area developed in compliance of EC and plant trees wherever space is available inside and outside the unit.
4. The industry shall also develop the vermicomposting/composting to manage the biodegradable solid waste. PP shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies.
5. The industry shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic (See attached banner/circular).
6. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
7. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
