File Note: The industry is a existing rice sheller unit and was granted CTOs under the Water Act, 1974 vides no. CTOW/Fresh/SGR/2022/19478848 dated 15.08.2022 and the Air Act, 1981 vides no. CTOA/Fresh/SGR/2022/19509250 dated 15.08.2022 and both were valid upto 30.09.2023 for the manufacturing of Sorted Raw Rice without Dryer @ 1.0 TPH using paddy @ 1.5 TPH, as raw material in its premises located at Bhullan Road, Village Mandvi, Moonak. Now, the industry has addeded additional land and installed various plant & machinery for its expansion and accordingly, it has applied for obtaining varied consents to operate under the Water Act, 1974 and the Air Act, 1981 to produce Sorted raw rice with dryer @ 2.0 TPH by using Paddy @3.0 TPH, as raw material, under orange category. Along with the application, the industry has provided: - 1. Aks sajra of land 2. registry of land 3. fard of land 4. A copy of provisional CLU obtained from District Town Planner, Sangrur vide memo no. 272 DTP(S)/RS-1 dated 03.03.2023 for using land (having khasra no. 276//18 min (1-12) measuring 1 kanal 12 marle in the revenue estate of Village Mandvi, Tehsil Moonak, District Sangrur) industrial purposes along with its existing land (having khasra no. 276//16 (7-7), 17 (7-7) measuring 14 kanal 14 marle in the revenue estate of Village Mandvi, Tehsil Moonak, District Sangrur), for which, industry had already obtained CLU for establishment of rice sheller unit. In this way the total land becomes 16 kanal 6 Marla. 5. Distance certificate obtained from Nabi Tehsildar, Khanouri w.r.t. the land for various parameters. 6. Sample analysis report, mentioning the limits of SPM of air emissions generated from cyclone separator of shelling and dryer section, which is got analysed from NABL approved lab. 7. The undertaking w.r.t. the installation of APCDs and assurance given regarding the APCDs to achieve the prescribed standards of the Board. 8. The CA certificate mentioning the value of gross fixed assets of the industry. 9. Compliance report of previous granted consent conditions. The industry has deposited fee mentioned at sr. no. (vii) against the gross fixed assets of 67.93 Lacs as on 31.05.2023 as per CA certificate dated 04.07.2023. The fee deposited by the industry under both Acts, is adequate upto 30.09.2030 (after deducting penalty fee). During scrutiny, the application submitted and the documents provided along with the fee deposited by the industry is found complete and adequate. The detailed status report w.r.t. sitting guidelines as per the report signed by the Nabi Tehsildar, Khanouri is attached herewith. S. No Guidelines prescribed for new Rice sheller unit Relevant distances as per Nabi Tehsildar, Khanouri report 166 dated 25.05.2023. Visiting officer report/ comments 1 500 m from Village Lal Dora/ Phirni The site is located more than the 2-3 km from the Lal Lakir of village Mandvi. The proposed site falls at a distance of more than 500 mtr from lal lakir/phirni of any Village. 2 500 m from Wild Life Sanctuary/ Zoo There is no Wild Life Sanctuary/ Zoo situated within the radius of 500 mtr from the site There is no wild life sanctuary/Zoo within 500 mtr from the proposed site. 3 500 m from Residential Area No comments There is no approved residential area/ colony within a radius of 500 meter from the proposed site. 4 500 m from Educational Institute, Historical religious places & Protected Monuments There is no Educational Institute, Historical religious places & Protected monuments lies within a radius of 500 meters from the site. There is no Educational Institute, Historical religious places & Protected Monuments within a radius of 500 meters from the proposed site. To verify facts on the ground, the industry was visited by the AEE of this office on 11.03.2024 and it was observed as under:- 1. The industry was found in operation in its old existing land alongwith its newly added land by installing various plant & machinery with its expanded capacity. 2. The industry has covered all the processing sheds. 3. The industry has provided separate cyclone separator as APCD with shelling section as well as dryer sections with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone separators. 4. The industry has provided sampling arrangements with the stacks of the APCDs. 5. The industry has provided brick road from main gate of the industry to the rice husk area for the movements of vehicles. 6. The industry has made plantation along the boundary wall of the rice sheller. 7. The industry has provided brick wall of 10 feet height and wind screen of 5 feet height over the said wall, in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. 8. The industry has got analysed its air emission sample of shelling and dryer section from NABL approved lab and as per analysis report the concentration of particlute matter (SPM) was found within permissible limits as prescribed by the Board for such type of industry. 9. No trade effluent is being generated. 10. The industry has already provided septic tank for treatment of domestic effluent generated from toilets/washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank. From the above reports of DTP & Tehsildar and the findings during site visit, From the above, it is clear that the industry is meeting with the specific sitting guidelines prescribed by the Board / Govt., Deptt of Science Technology & Environment Govt. of Punjab Order No.10/48/2004/STE(4)/932 dated 15/10/2013 and hence suitable for expansion of the project. No complaint is pending against the industry. Keeping in view of above, it is recommended that the varied consents to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Sorted raw rice with dryer @ 2.0 TPH by using Paddy @3.0 TPH may be granted upto 30.09.2030, with suitable conditions as per policy of the Board. The competency for grant of consents/NOC to the rice shellers with or without dryer lies with the Environmental Engineer of the Regional Office.
