The industry was earlier granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2023/20854711 dated 27/03/2023, upto 30/06/2027 and under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2023/20739838 dated 16/02/2023, upto 31/12/2023 for production of Dyeing and Washing of Polyester/PC/Cotton Cloth @ 10 T/day and for discharge trade effluent @ 696 KLD and domestic Effluent @ 04 KLD into CETP of 40 MLD (Focal Point Module) with certain conditions……………… Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act 1974 through OCMMS on 08.03.2024…………… The industry has deposited consent fee, which is adequate upto 31.12.2027…………………. The site of the industry was visited by the AEE of RO on 12.03.2024 and it was observed that:- 1. The industry was in operation during the visit. 2. The industry is engaged in the process of dyeing & washing of cloth. 3. The industry has installed 16 soft flow machines of capacities (05x600 Kg, 03x450 Kg, 03x300 Kg, 02x150 Kg, 02x25 Kg and 01x10 Kg) for dyeing purpose. 4. The industry is abstracting ground water by 02 submersible pumps and is discharging its trade & domestic effluent into CETP 40 MLD. The industry has given undertaking regarding the source of supply and disposal of effluent into PDA sewer and dismantled M.C. sewer connection is which attached with application form. 5. The industry has installed a digital flow meter at the source of water supply and final outlet leading to CETP. The industry has installed SCADA system for connectivity with CETP server. The industry has obtained shares of 700 KLD. 6. As per the SCADA system the industry is discharging between 92% to 102% of effluent into CETP 40 MLD sewer w.r.t water abstracted in last six months. 7. The perusal of the monthly report generated from the SCADA enabled system the average discharge of the industry w.r.t. its shareholding capacity of CETP is 46.40% in September, 2023, is 73.11% in October, 2023, is 63.20% in November, 2023, is 80.53% in December, 2023, is 78.40% in January, 2024, is 70.32% in February, 2024. 8. The industry has made arrangement for recovery & reuse of cooling water and steam condensate. The cooling water is reused in the process and steam condensate is being reused as boiler feed water. 9. The industry has installed 02 boilers of capacities (1x02 TPH & 01x03 TPH) attached with multi cyclone followed by double alkali scrubber along with adequate stack height. Pet coke is being used as fuel during the visit. 10. The industry has also installed pH meter as well as SO2 analyzer along-with the same with auto shut off arrangement in case the SO2 exceed the limits prescribed by the Board. 11. The industry has installed 02 D.G sets of capacities (01x250 KVA & 01x82 KVA), which are equipped with canopy & adequate stack height. 12. The industry has submitted letter from PDA wherein it has been mentioned that the PDA certificate that subject cited unit is our member. Their Demat account is opened and transfer of the shares under process. 13. The industry has submitted layout plan regarding the pipeline, source of water abstraction and disposal of effluent into PDA. It also contains the details of sewer connection disconnected with MCL prior to the PDA sewer line, which was checked during visit and it was found disconnected. 14. The industry has submitted letter no. 1557 dated 29.02.2024 from MCL authorities that the industry is not consumer of MCL from 01.04.2022 and is connected with PDA sewer line and no bill is pending for the disposal into MCL sewer. From above, it evident that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and no action is pending against the industry. As discussed with SEE sir, it is submitted that the industry has submitted a request letter in Zonal Office in which stated that the industry has wrongly mentioned medium scale in application form and as per MSME the industry falls in small scale category.(Certificate of MSME is attached herewith). It is further informed that as per CA certificate attached by the industry total assets is 9.87 crore and cost of plant and machinery is 6.60 crore and hence the industry falls in small scale category. As proposed by Regional Office, may, if approved: 1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30.06.2027 year with suitable conditions and special conditions as under:- a. The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit. b. The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyer system. c. The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR. d. The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. e. There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent. f. The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. g. The industry shall maintain the record of flow meter installed at source and at the outlet leading to CETP. h. The industry shall not generate/discharge trade & domestic effluent more than 700 KLD without obtaining prior permission of the Board. In case of violation suitable Environment Compensation be imposed on the industry. 2. Third party audit of the dyeing units may be done in order to access the actual discharge capacity of the industries in compliance with the proceedings issued by the Board vide letter no. 4387 dated 09.08.2023. 3. EE Regional Office-4 be asked to process all dyeing industries noting regarding inlet parameters achievement and third party audit report through separate e note, please. Competency : SEE
