Sir, the industry is a small Scale / red Category unit and is engaged in the process of Paint of Sewing Machines bodies and its assembling.
Earlier, the industry was issued Show Cause Notice for Violation of the Provisions under Water Act, 1974 and the Air Act, 1981 with an opportunity of personal hearing before Senior Environmental Engineer, Zonal Office-I, Ludhiana on 24.11.2023 in which following decisions were taken:- 1. The industry shall make proper arrangements for treatment of effluent arising from rubbing process and its disposal. 2. The industry shall discharge domestic effluent onto land for plantation after treatment in septic tank. 3. The industry shall provide stack of adequate height with D.G set. 4. The industry shall make proper arrangements for management of hazardous waste and shall apply for obtaining authorization under Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016, within 07 days. 5. The industry shall submit the exact proof regarding its date of commissioning within 07 days. 6. The industry shall submit the certificate from Competent Authority regarding land use pattern of the area, within 07 days. 7. The industry shall submit the detail of water consumption and lifted effluent for last 06 months, within 07 days. 8. The Environmental Engineer Regional Office shall verify the submission of the industry and ensure that the industry comply with conditions which would have been imposed if the industry earlier had obtaining 'Consent to Establish' (NOC). 9. The Environmental Engineer Regional Office shall submit the compliance of such NOC conditions in annotated form and shall submit further recommendations in the matter.
Now, the industry has applied for obtaining consents to operate under the Water Act, 1974 and the Air Act, 1981 alongwith required documents and fee.
To verify the compliance of the decisions of above said personal hearing viz-a-viz facts to deal the consent/authorization application, the industry was visited by RO on 13.03.2024 and it was reported as under:- 1. During visit industry was in operation. 2. The industry has installed 2 Spray Paint Both, out of which 1st was not in operational condition and 2nd was in operation to whom water curtain has been provided as APCD. 3. The manufacturing flow chart of the industry is Raw Material (Sewing Machine Body in Casting) --> Surface preparing-->Painting in Spray Both-->Spare Parts Assembly--> Inspection--> Finishing--> Packing. 4. The industry has provided Water meter in its process area and reading of the same was 2.190 KL. 5. The industry has made an agreement with M/S J.B.R. Technologies Pvt. Ltd., Ludhiana to dispose off its trade effluent @ 500 Lts/month on 02.12.2023. 6. It has provided the 3 No. Settling-cum Storage tanks of size 30” * 30” * 48” each. The effluent is lifted by M/S J.B.R. Technologies Pvt. Ltd. from these tanks. 7. The industry is maintaining the record of water consumed in process area and lifted to the operator of CETP. As per record maintained by the industry it has consumed 2190 Lts. of fresh water in its process and 1500 lts. of effluent has been lifted by M/S J.B.R.Technologies Pvt. Ltd., and about 480 lts of effluent was lying stored in storage tank, which is synchronized considering evaporation losses. 8. The industry has provided septic tank to treat the domestic effluent. The treated domestic effluent is discharged onto land for plantation inside the factory premises and joining plot owned by the owner of the factory. 9. The industry has installed 1 Diesel fired baking oven with adequate stack height. 10. The industry has provided a D.G. Set of 62 KVA with canopy, Now, it has provided adequate stack height. 11. The industry has provided hazardous waste storage room of size 8’ (L) * 4’ (W) * 8’ (H) for Paint Sludge/residue and spent oil in which 14 Bags were lying stored. 12. It has submitted the compliance report of NOC conditions if would has been obtained by the industry. 13. AS per GLADA Regularization letter (Application No. 269953), the site of the industry falls in industrial Colony. 14. In Support of Date of Commissioning of the Paint process, the industry has submitted the purchased Bills of Diesel Fired Liquid Paint Oven and Liquid Paint Booth from M/S D.S.Enterprises, Industrial Area-C, Ludhiana vide Bill No. DSE- 00054 dated 12.11.2020 (Oven) and vide Bill No. DSE-00060 dated 25.11.2020 (Paint Booth). 15. The consent fee deposited by the industry is adequate upto 31.10.2027.
In view of the above, it is recommended that varied of consent to operate under Water (prevention & Control of Pollution) Act, 1974 may be granted upto 30.06.2027 with usual conditions, please.
