It is intimated that the industry is medium scale green category unit was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Fresh/FGS/2023/21273261 dated 07/04/2023 and CTOA/Fresh/FGS/2023/21273079 dated 07/04/2023 both are valid upto 19/07/2023 for manufacturing of Seamless Pipes & Tubes @ 87 MTD with special condition the industry shall be bound to apply online for grant of Terms of Reference (ToR) on or before 19/07/2023, in compliance to notification no. S.O. 3250(E) dated 20.07.2022 of MoEF&CC and obtain Environmental Clearance, failing which this 'consent to operate' shall stand cancelled automatically.
Now, the industry has applied for renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents through OCMMS. The industry has already deposited of Rs. 57600/- vide UTR no. N236222089836641 dated 24/08/2022 and now, the industry has deposited Rs. 1800/- vide no. 597214861 dated 20/03/2024 under the water consent fee and the industry has already deposited of Rs. 57600/- vide no. N236222089831063 dated 24/08/2022 and now, the industry has deposited of Rs. 1800/- vide no. 434620119 dated 21/03/2024 against the un-depreciated of fixed assets of Rs. 1845.27 Lacs as on 31/01/2024 as per CA Certificate dated 12/03/2024 which is adequate upto 31/03/2026, as per Board’s office order dated 29/10/2018. The industry has deposited NOC fee of Rs. 8400/- vide UTR No. 736743709 dated 15/03/2024, which is adequate.
The industry has applied for TOR vide no. SIA/PB/IND1/432647/2023 dated 08/06/2023 as per previous condition under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
To verify the contents, the industry was visited by the AEE of this office on 01/03/2024 During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The industry has installed PNG fired 01 no. furnace of capacity 4 TPH, which was in operation.
3. The industry is engaged in the manufacturing of Seamless Pipes & Tubes by using Round Bars as raw material.
4. No generation of trade effluent as whole of the water used for the cooling purposes is being re-circulated.
5. There is only generation of domestic effluent which is being discharged onto land for plantation after septic tank.
6. The industry has installed one no. DG set of capacity 140 KVA, which is equipped with canopy and stack of adequate height.
In view of above, if approved it is recommended that renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Seamless Pipes & Tubes @ 80 MTD may be granted upto 31/12/2025 with suitable conditions and special conditions as under:
1. The industry shall not generate and discharge any kind of trade effluent.
2. The industry shall use only PNG as fuel in its furnace and will not use any other fuel
3. The industry shall not add any additional air polluting process without obtaining prior written permission of the Board.
4. The industry shall appoint a skilled person to operate the PNG fired furnace.
