File Note: The industry is a large scale red category dairy processing unit and was earlier granted consent to operate under the Water Act, 1974 and the Air Act, 1981 to produce milk products i.e. Pasteurized Milk / Flavored Milk @ 78 KLD, Desi Ghee @ 0.8 MTD, Paneer @ 1.2 MTD, Curd @ 10 MTD, Lassi @ 20 KLD with generation of trade effluent @ 104 KLD & domestic effluent @ 8 KLD vide nos. CTOW/Varied/FDK/2020/12580141 and CTOA/Varied/FDK/2020/12579951 dated 09.07.2020 with validity up to 31.03.2024, subject to suitable conditions mentioned therein. The industry was visited by officer of the Board on 01.02.2022 and effluent sample from outlet of ETP was collected and as per analysis report, result of various parameter pH=7.7, COD=102mg/l, BOD=27mg/l, TSS=36mg/l, TDS=1348mg/l, oil&grease=BDL, MLSS=2090mg/l, MLVSS=1400mg/l are found within the prescribed limit for such type of discharge. Further, air emission sample from port hole of stack after APCD was also collected and Particulate Matter was found 212 mg/Nm3 at 12% CO2, which is within the prescribed limit. Thereafter, the industry was again visited by officer of the Board on 29.09.2023 and effluent sample from outlet of ETP was collected and as per analysis report, result of various parameter pH=8.3, COD=82mg/l, BOD=28mg/l, TSS=31mg/l, oil&grease=BDL are found within the prescribed limit for such type of discharge. Air emission sample from boiler installed by the industry was collected by officers of the Board on 15.12.2023 and as per result, Particulate Matter was found 222 mg/Nm3 at 12% CO2, which is within the prescribed limit. Now, the industry has applied for obtaining renewal of Consent to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS for same capacity, detail of the case is as under: • The industry has submitted copy of CA certificate dated 13.03.2024, showing value of gross fixed assets of Rs. 18.74 Crore (including value of plant & machinery @ 12.25 Crore) as on 29.02.2024. For increase in value of fixed assets, the industry has submitted an undertaking, relevant part of which is reproduced as under: "We would like to draw your kind attention towards the increase in value of fixed assets. It is submitted that our plant is milk processing and it requires heavy upgradation after every year. Major parts of machinery are replaced which are very costly to save unnecessary loss of milk and to maintain productivity capacity. Thus there has been no change in our production capacity and milk handling as wel as the amount of effluent is also the same. Further it is submitted that treated water and air emission samples of our industry were collected by the board but the analysis report of samples were not delivered to us due to which we did not submitted the analysis report." • The industry has deposited consent fee of Rs. 210000/- vide UTR / Ref. no. 88557496 dated 16.03.2024 under Water Act, 1974 and Rs. 231600/- (including NOC regularization fee of Rs. 21600/-) vide UTR / Ref. No. 887094652 dated 16.03.2024 under Air Act, 1981, which are adequate upto 31.03.2029 under both the Acts. The industry was visited by Environmental Engineer along with undersigned (AEE) on 20.03.2024 to check the compliance made by the industry and observed as under: • The industry was in operation during visit with all its process. The industry has not constructed new processing shed and not installed any new boiler / machinery. The industry has made modification in its existing machinery to enhance the quality of its product. • The ETP was in operation during visit for treatment of waste water arising from process as well as washing section. The industry was giving chemical dosing to effluent for its treatment. The industry has provided flow meter at the outlet of ETP and energy meter with electric supply of ETP. Record of the same is being maintained by the industry. The industry has made provision to discharge the treated effluent through and underground pipeline into plantation area. • The industry has developed plantation area into land measuring about 1.5 acres in its own land, which is at distance of about 500 meter from the industry. The condition of plantation was observed good. • The industry has installed wood-based boiler of capacity 3 TPH. Twin-cyclone has been provided as APCD with this boiler. Earlier, boiler of capacity 0.8 TPH with multicyclone as APCD would be used as standby. A common stack for these boilers of adequate height has been provided with adequate sampling arrangements. Therefore, the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981. Keeping in view of above, it is recommended that renewal of consent to operate may be granted to the industry under the Water Act, 1974 and the Air Act, 1981 for processing of milk @ 120 KLD to produce milk products such as Pasteurized Milk / Flavored Milk @ 78 KLD, Desi Ghee @ 0.8 MTD, Paneer @ 1.2 MTD, Curd @ 10 MTD, Lassi @ 20 KLD with discharge of trade effluent @ 104 KLD into plantation area and domestic effluent @ 8 KLD into PSIEC sewer for a period up to 31.03.2029, subject to suitable terms and conditions with specific conditions that 1. The industry shall operate its ETP regularly and scientifically and shall maintain proper record of the effluent generated / treated / discharged onto land for plantation/re-circulated. 2. The industry will operate its APCD’s regularly and efficiently and will get its air emission sample analysed from the Board’s Lab/approved Lab of the Board.
