The industry is a large scale / red category unit. The industry was granted consent to operate under the Water Act,1974 vide no. CTOW/Renewal/FZL/2019/9726568 dt. 28.05.2019 and under the Air Act, 1981 vide no. CTOA/Renewal/FZL/2021/15432184 dated 07.05.2021, subject to the suitable conditions mentioned therein with validity upto 31.03.2024 for production of Electricity @ 1 MW & Bio-Fertilizers @ 50 TPD as products and Liquor Manure & H2SO4 (of low strength i.e. 8 %) @ 15 KLD as by-products using Paddy Straw @ 48 TPD as main raw material.
Now the industry has applied for renewal of consents to operate under the Water Act, 1974 & Air Act, 1981 for the same production capacity. Details of the case are as under:-
• The industry has submitted CA certificate showing gross fixed assets of Rs. 3293.68 Lakhs. The industry has deposited the consent to operate fee of Rs. 3,18,000/- vide UTR/ Ref No. ICICR52024022300450023 dated 23.02.2024 under the Water Act, 1974 and the Rs. 3,18,000/- vide UTR / Ref No. ICICR52024022300447363 dated 23.02.2024 under the Air Act, 1981, which is adequate for a period upto 31.03.2029.
The industry was visited by undersigned (AEE) on 19.03.2023 and it was observed as under: -
1. The industry was in operation with its pulverizer section only.
2. The industry has installed three stage bag filter house as APCD for control the dust emissions of pulverizer section, generated during the cutting of paddy. Stack of adequate height has been provided with the APCD alonwith adequate sampling arrangement to carry out sampling.
3. The industry has installed two number digesters for digestion of raw material slurry to produce methane gas.
4. The industry has laid a pipe line from its parent concerned unit- M/s Nasa Agro Industries Pvt. Ltd. to use its entire untreated effluent into these digesters. After digestion in the digestors, bio-gas is formed and collected in balloons, whereas the digested feed is collected in a separate tank. Gas from the balloons is then scrubbed in a water scrubber for removal of Sulphur content, wherein H2SO4 of low concentration i.e. 8% is collected as scrubbed by-product. The scrubbed gas is then sent to the D.G. set of capacity 1000 KVA to produce power generation.
5. The separate tank wherein digested feed is collected from digestors is also used for culture development, wherein effluent from its sister concern M/s Nasa Agro Industries Pvt. Ltd. is again used. This waste water is used back into the digesters. Digested feed is added with minerals and herbal additives to make bio-fertilizers in wet pallets form. This wet bio-fertilizers pallets are then sun-dried to remove moisture to make solid bio-fertilizers and sent for packing and dispatch. ]
6. The industry has provided acoustic in the power generator room for control the noise level.
7. The industry has provided brick lining on manure / compost storage area to avoid any chance of leachate percolation.
8. The house-keeping condition of the industry was found good
9. There is no generation of trade effluent. However, domestic effluent generated is disposed into plantation after treatment in a septic tank.
10. The industry has made adequate plantation along its boundary wall.
The industry is complying with the provisions of the Air Act, 1981 as well as Water Act, 1981.
Keeping in view of above, it is recommended that consent to operate granted to the industry under the Air Act, 1981 may be renewed up to 31.03.2029 with suitable conditions alongwith the following specific as under:-
1. The industry shall get its emission samples analysed from Boards Lab within one month.
2. The industry shall utilize entire effluent of its sister concerned unit, M/s Nasa Agro Industries Pvt. Ltd.
3. The industry shall maintain record regarding the fresh water usage in the process.
