• The industry is a small scale red category electroplating unit.
• The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 expired on 31.12.2013 for engaged in the process of Job basis of hard chrome for hand tools and machinery parts @ 500 Kgs/day.
• Earlier, the industry was visited by officer of the Board on 15.11.2023 and it was observed as under:
1. The industry was in operation during visit and is engaged in the process of electroplating of die.
2. The industry has installed nickel & chrome tank.
3. The industry has not produced agreement with JBR Technology for lifting of trade effluent or any record of water consumption.
4. The industry has installed water meter in the process area and reading was noted as 0269.40 KL during visit.
5. The industry has provided plastic storage tank of capacity 2000 Itr for storage of trade effluent and stored approx. 900 Itr during visit.
6. The industry was running without valid consent to operate under Water (Prevention & Control of Pollution) Act 1974 of the Board.
• Thereafter, the industry was issued directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 vide ZO letter No. 5465-69 dated 08.12.2023 for disconnect the supply of electricity connection and Directions vide No. 5464-65 dated 08.12.2023 to seal the water polluting process/ DG set of the industry.
• In compliance to the orders of disconnection of electric supply the electric connection of the industry was disconnected by PSPCL authorities vide TDCO No. 079/76757 dated 15.02.2024 (copy attached).
• The water polluting process (electroplating) has been sealed on 08.12.2023 in compliance to the decisions vide letter no. 5464 dated 08.12.2023. The representative of industry was also directed during visit to stop all the activities in the industry and not to resume the same before obtaining consent to operate under Water (Prevention & Control of Pollution) Act 1974.
• The industry is unable to apply for auto renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 due to the industry was already granted consent offline from the Board.
• Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 through OCMMS of the Board for process of Job basis of hard chrome for hand tools and machinery parts @ 500 kg/day by using Chrome Salt @ 4 Kgs/day as raw material and detail of the same is as under:-
1. The industry has deposited Rs. 20100/- vide UTR No. SBIN124053794325 dated 22.02.2024 against the fixed assets of Rs. 1.12 lacs, which is adequate upto 10.10.2028 including 500% penalty.
2. The industry made an agreement with JBR Technology, Ludhiana @ 1000 ltr/ month for lifting of trade effluent.
3. The industry has submitted approved building plan from Competent person under Director of Factories Act, Punjab.
4. The industry has submitted rent agreement, manufacturing process and proprietorship with the application.
• The industry was visited by the AEE of this office on 09.03.2024 and it was observed that the industry was not in operation during the visit due to electric supply of the industry was disconnected by PSPCL and sealing of machinery by this office. The industry has installed plastic storage tank of capacity 2000 ltr for the storage of trade effluent.
The industry is a small scale red category unit and competency to decide such case lies with Senior Environmental Engineer, Zonal Office, Jalandhar.
Keeping in view of above, it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for six months with usual conditions as per policy of the Board and with special condition that:-
1. Orders may be issued for de-sealing of electroplating section installed by the industry.
2. Directions be issued to PSPCL Authorities for restore the electric connection of the industry temporarily for six months.
