It is intimated that the project proponent is a large-scale red category unit. Earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2022/18892684 dated 04.07.2022 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/PBIP/2022/20077147 dated 23.01.2023, both having validity upto 31.03.2024 for manufacturing of Poultry Meat @ 5400000 Kg/Year, Fresh/Froze n Sheep and Goat Meat @ 4200000 Kg/Year (14 TPD), Poultry MBM @ 580000 Kgs/day & Poultry Meal @ 225000 Kg/Year by using Live Poultry Bird @ 18000 Nos/day, Live Sheep/Goat @ 1000 Nos/day as raw material with subject to suitable conditions mentioned therein.
Now, the industry has applied for obtaining renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for same production capacity along with requisite documents.
As per record file of the industry the previous consent fee under Water Act, 1974 is adequate upto 31.03.2024 and under Air Act, 1981 the fee is adequate upto 31.12.2026.
Now, the industry has deposited Rs. 1,91,300/- vide R. No. 331787198 dated 04.03.2024 under the Water Act, 1974 and Rs. 1,90,800/- vide R. No. 306015982 dated 04.03.2024 under Air Act, 1981 against the total cost of fixed assets is Rs. 4369.49 lacs as on 19.03.2024. The consent fee deposited by the industry is adequate upto 31/01/2028 under both acts after adjusting for NOC regularization fee.
The industry was visited by the officer of the Board on 22.03.2024 and it was observed as under: -
1. The industry is engaged in business of processing (slaughtering of chicken bird/ sheep/ Goat) and same was in operation during visit.
2. The industry has installed ETP consisting of collection tank, oil & Grease tank, equalization tank, flash mixer, flocculator, primary tube settlers (3 nos operating in parallel), MBBR -1, MBBR-2, MBBR-3, secondary tube settler (2 nos operating in parallel), Aeration tank 1 & 2, Tertiary tube settler (2 nos. operating in parallel), Chlorine contact tank, Pressure and filter, activated carbon filter (1 & 2) and the same was in operation during the visit.
3. The effluent samples was collected during earlier visit on dated 19.07.2023 and sample received from Board’s lab. The results of the same is reproduced as under:

As per the analysis results all the parameter are within the prescribed limit of the Board.
4. The industry has developed plantation area in around 7.5 acres of area located along the bank of Basouli Drain. The industry has provided boundary wall along the drain and maintained a 40 feet barren corridor between the plantation area and the drain by reducing the area under plantation along the drain; thereby reducing the plantation area from 9 acres to 7.5 acres, which is adequate to take up the hydraulic loading of the treated effluent @ 296 KLD (TE= 280 KLD + DE= 16KLD).
5. The industry has maintained the plantation area and no substantial wild growth was observed. The industry has provided distribution pipeline network for the disposal of treated trade effluent in the entire plantation area.
6. The industry has installed online monitoring meters for monitoring of quantity of treated trade effluent and at the time of visit was noted to be BOD= 25.2 mg/l, TSS= 49.8 mg/l, pH= 7.5
7. The industry has installed electromagnetic meter at the source of water supply. The industry is maintaining the record of consumption of raw water, treated wastewater discharged and the electricity consumed for operation of ETP. As per the record about 275 KLD of fresh water is being abstracted daily and about 200 KLD of effluent is being treated daily in the ETP installed by the industry.
8. The industry has installed 02 boilers of capacity 01 TPH and 03 TPH, out of which one remains on standby. Both are wood fired and the industry has installed separate cyclone separators as APCDs, followed by common stack with boilers. The industry has submitted stack emission analysis results from Pvt. Lab dated 08.02.2024 as per which the industry is complying with the prescribed standards.
9. The industry has also installed 01 baby boiler of capacity 0.1 TPH, which is equipped with stack of adequate height. The baby boiler was also not in operation during the visit.
10. The industry has installed 02 no. of cookers capacity 5.5 T/batch and 3 T/batch, for rendering of meat waste after slaughtering. The industry has installed bio-filter as APCD with both the said cookers to control the odour generated from rendering process. The rendering process was not in operation during the visit.
11. The industry has installed 02 no. DG sets of capacity 500 KVA and 630 KVA, which are equipped with canopies and adequate stack heights.
The industry is complying with the conditions of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 earlier granted to it.
In view of the above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2027, subject to suitable conditions and additional conditions that: -
1. The industry shall regularly operate & maintain its effluent treatment plant and the treated trade effluent shall be discharged onto land for plantation conforming to the effluent standards prescribed by the Board.
2. The industry shall operate only one cooker at a time (cooker of capacity 5.5 T/ batch and 4.5 T/batch) and shall not increase its production in any circumstances.
3. The industry shall maintain the record of operation of effluent treatment plant / recirculation system on daily basis.
4. The industry shall properly operate its effluent treatment plant by maintaining operational parameters such as concentration of MLSS / MLVSS, Alkalinity, concentration of nitrogen, F/M ratio, DO, pH and BOD: N:P ratio in the aeration tank and the value of all parameters should be depicted on the display board to be installed in the vicinity of the ETP.
5. The industry shall maintain proper record of boiler ash lifted by the contractor and the industry shall provide a cover of good earth where the ash is disposed off for filling the low lying areas, so as to avoid of becoming the same air borne.
6. The industry shall use sludge of ETP after dewatering as a manure and shall encourage the farmers to use the same as a manure in their agricultural fields and shall maintain the record in this regard.
7. The industry shall ensure that the bio filter installed with the rendering plant is operated properly and is in good conditions at all times and no problem related to odour is received to the Board.
8. The industry shall comply with the guidelines issued by PWRDA and shall obtain permission from PWRDA for abstraction of ground water.
9. The industry shall not discharge any trade & domestic effluent (treated or untreated) into choe / drain /river Ghaggar or in inland surface water at any time or any other unauthorized place by any unauthorized means and shall reuse the treated effluent in the plant in accordance with the water balance submitted by it.
10. The industry will stick to the production capacity viz-a-viz discharge mentioned in this consent and will not increase the same without the prior written permission of the Board.
11. The industry shall comply with the instructions issued by the Board vide office order no. Admn./SA-2/F.No.783/ 2010/448 dated 8/6/2010 regarding DG sets.
12. The industry shall not install any new tubewell to abstract ground water without obtaining permission from Central Ground Water Authority.
13. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
14. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments (if required).
15. The unit shall ensure that no nuisance is created in the vicinity of its premises from the operations of its service station. In case, any complaint is received against the unit, the Board shall be at liberty to revoke/ cancel this consent without giving any opportunity of hearing to the industry.
16. The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.
17. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
