The industry has earlier obtained NOC under Water Act, 1974 & Air Act, 1981 vide No. CTE/Fresh/BTI/2023/22029614 dated 26.5.2023 valid upto 25.5.2024 through OCMMS for operation of rice sheller unit of capacity 5 TPH of Raw rice /Sorted Rice with Dryer
Now the industry has applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 5 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy. The detail of the case is as under:
The industry has deposited consent fee @ 42000/- vide no. 173495668 & 145507081 dated 18.3.2024 against fixed assets of Rs. 163.37 lacs as per the CA Certificate. The fees is adequate upto 30.09.2027.
The industry has submitted completion report and its drawings for the APCD installed by the industry however not submitted building plan approved from competent person approved by DOF.
The industry was visited by the undersigned on 23.03.2024 and it was observed as under –
The rice sheller was in operation during visit.
2. The rice sheller has installed with cyclone as APCD with the shelling section and paddy cleaner of drier section to arrest the dust emissions however both the APCD’s were found bye-passed.
4. The rice sheller has provided sampling arrangement/ stack of adequate height with the APCD’s
5. The rice sheller has not provided pucca road in the movement area of the rice sheller.
6. The rice sheller has provided jaali over the wall and adequate height of wall in the husk storage area.
7. The rice sheller has provided very less plantation along the boundary wall.
8. The rice sheller has provided soakage pits for disposal of the domestic effluent generated.
The industry is not complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• Keeping in view of above, it is recommended that the consents to operate under the Water Act, 1974 & Air Act, 1981 may be refused.
