It is submitted that the industry is a sugar mill unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/FZL/2023/23388115 dated 19/09/2023 with validity up to 31/03/2024 and the under the Air Act, 1981 vide no. CTOA/Renewal/FZL/2023/21091518 dated 25.04.2023 with validity upto 31/03/2024 for production of White commercial sugar @ 125 TPD as main product and Bagasse @ 280 TPD. Molasses @ 56 TPD & press mud @ 36 TPD as by products using sugarcane @ 1250 TPD as raw material with subject to certain conditions mentioned therein alongwith the following specific :-
1. The industry will ensure continuous operation of ETP even during the non-crushing season for the adequate maintenance of required biomass in compliance to the directions of the Central Pollution Control Board (CPCB) and shall operate the ETP efficiently to achieve the prescribed standards at all times.
2. The industry shall develop adequate land area under plantation with proper distribution system so as to utilize its entire treated trade/domestic effluent and shall further ensure no stagnation / indiscriminate disposal of its effluent.
3. The industry shall maintain good house-keeping in and around the ETP and shall ensure regular operation/calibration of OCEMS installed at the outlet of the ETP.
4. The industry will ensure to get its effluent sample analyzed from Board’s lab/approved lab of the Board, within one month after its re-commissioning in the coming season 2023-24.
5. The industry shall also develop the vermicomposting/composting to manage the biodegradable solid waste. PP shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies.
6. The industry shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
7. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
8. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
9.The industry shall carry out awareness and activities for the themes / action points identified under Mission LiFE (Lifestyle for the Environment) by Ministry of Environment, Forests and Climate Change given at the website (http://missionlife-moefcc.nic.in).
Thereafter, the industry was visited by Environment Engineer, Undersigned AEE and ASO of Boards Air lab on 27.01.2024 and it was observed as under :
1. The industry was in operation for manufacturing of sugar from Sugar cane.
2. ETP installed by the industry was in operation,. Monitoring sample was collected from the outlet of ETP and Aeration tank ofvthe ETP and as per analysis report of Board's lab, the concentration of pH, TSS, COD, BOD, Oil and Grease, MLSS and MLVSS are 7.8 mg/l , 29 mg/l, 86 mg/l, 21 mg/l, 21 mg/l, BDL, 3550, 2200 respectively, i.e. within the permissible limit of standards prescribed by the Board for such units. However leakage of the ETP was observed in the Aeration tanks and housekeeping of the industry around ETP was poor.
3. The industry has installed separate flow meter at the outlet of ETP and has been maintaining record regular record of treated effluent. However it has not maintain record of fresh water intaje in take in the process.
4) The industry has provided plantation area in an area of 2 acre however scanty areas were observed in between the plantation and the cleaning of plantation is also required to be done.
5) The industry has installed 02 no. boilers of capacity 20 TPH each and separate wet scrubber has been provided with the boiler section. However during visit same were not in operation as maintenance in the same was going on. Further from onsite circumstances, it was concluded that Wet scrubber provided as APCD with these boiler are not in operationable condition as weed/grass was grown in the tanks of wet scrubbers and mantaince/cleaning of the same were required. Due to this emission sampling of the industry could not be carried out during visit, however the industry was guided to get the APCD as well as boilers in operationble condition immediately so that emission sampling can be carried out.
6) The industry has already installed OCCEMS for monitoring of parameters pH, TSS, BOD, COD of ETP, however same shows offline with Boards server.
7) Domestic effluent generated from the residential colony of the industry after treatment in septic tank is discharged into sugarcane farm.
8) The industry has installed 01 no. DG set of capacity 166 KVA, which is equipped with canopy and adequate stack height.
Now, the industry has applied for renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 for the production of White commercial sugar @ 125 TPD as main product and Bagasse @ 280 TPD, Molasses @ 50 TPD and Press Mud @ 36 TPD as by products using sugarcane @ 1250 TPD as raw material, under orange category. Details of the case are as under:-
The industry has submitted CA certificate dated 30.08.2023, showing value of gross fixed assets of Rs. 1708.52 lacs as on 31.03.2023. CTO fee already deposited by the industry under both the Acts is adequate for a period upto 31.03.2026.
Now, the industry was again visited by this office on 21.03.2024 and it was observed as under:
1. The industry was not in operation as it has closed its operations for the current season.
2. ETP installed by the industry was under stablization, however housekeeping around the ETP was poor. The industry has not remediated the leakages observed during earlier visit.
3. Plantation developed by the industry was not maintained/cleaned. Empty spaces were observed in the plantation area.
4. The industry has still not maintained boiler section and wet scrubbers attached as APCD to the section are not in operationable condition.
From above, the industry has failed to comply with the provisions of the Water Act, 1974 and the Air Act, 1981. It is therefore recommended Consent to Operate under the Said Acts may be refused please.
